You might want to check your definition of cheating. It does not simply mean they are breaking any rules or the summoner code.
Also, if you want to be the best, you should have to beat the best.

I main jungle as well and I feel that smiteless blue is essential to help yourself carry. The reason being that a level 3 double buff gank will (in Gold III-V and Silver I at least) at the very least force a flash before any other lane is level 3 which gives an advantage and leads to either a less aggressive enemy lane or an easy future gank.
The other point is expand your stable of junglers. Naut jungle is S3 feels weak to me but he can synergize well with certain combos.

Sejuani's update is borderline OP. I think she was really strong coming into S3 where health became easier to obtain and having items created that make her a nightmare (liandry's and twin shadows to be exact). This update, the AOE on her swirl can do nearly 500/swirl with three items.
Trundle is incredibly tough to 1v1 right now, haven't played enough to observe anything more than that.
