Maybe the number of ranked games played plays a part in where people are placed instead of just ELO to prevent lucky players from getting put into high tiers when they have a high win rate but only a few games played, Seeing as the new system requires you to build up points to play your best of 3 matches, and your best of 5 advancement matches, it's likely that there will be an absolute minimum number of games you'll have to play in a division to be eligible to advance, so maybe a low number of ranked games played (or high number in some cases) is to blame for the discrepancy here.

And there's no reason that another tester cannot express his or her opinion in a civil manner. Feel free to disagree with a build, but be polite and constructive with your criticism.
That being said...people still want to win the game. In a testing environment. That's a failing on the part of the tester. Maybe in high school tests are a form of competition, but when it comes to a game's testing environment, it exists to make a better experience for everyone, not so that the tester has a first chance to win with something new.

A votekick system would be fantastic. Granted, I'd like to see something that would allow me to replace a leaver in a non-ranked game with someone willing to jump into a match in progress, but I don't see it happening. That being said, I think a system where you picked a preferred role before queueing for ranked matches would help immensely. The issue with that though is that it "locks in" the meta if you're forced to pick Bruiser/Jungle/Mid/ADC/Support and then you're grouped accordingly. I'd say it might be feasible if the selection was lane-based, but not role-based. It would eliminate a little of the drama at least.
As far as keeping people from abusing a votekick ability, I'm sure something utilizing the Tribunal and Honor systems could be implemented. Guy is new, and keeps getting kicked because of it? The kickers get either a limitation on how often they can kick, or "weaker" kicks that cause a lower wait time before re-queue on the part of the one they kick if they abuse the system. The same thing could instead be applied to the one getting kicked repeatedly. If his honor score is high because he's a friendly and helpful player, but his stats don't reflect his experience, he may get kicked repeatedly. The guy has a "higher standing" so to speak in the eyes of the community or his honor wouldn't be higher than normal, so cut the guy a break a little bit so he doesn't get trolled out of wanting to play just because people can't accept that someone can be decent without having hit 2k ELO in Seasons 1 and 2.
