Yes, people will generally get lazier after they finish game content. Just think in like WoW, after you've downed hard modes and fully geared your character you just create an alt and try to blast up to level cap to re-gear that character, except you can't do that too easily in LoL because characters/pages/runes are such a huge resource cost(money, time). Because you can never lose your division, once you've hit Diamond, you'll range from 1-5 but the chances of you hitting challenger aren't that great and solo q probably becomes a bore but it's probably more fun than doing normals(at least for me my normal elo is absolute trash).
But yea, you're not really using the term elo hell correctly :P, unless you think you're challenger or something, then I guess it's being applied correctly. Otherwise, it just seems like Diamond Hell. -

Only bad duos do this. If I play badly or if my duo plays badly and rages then I will always report them and get my team to report them. Playing with the above quoted kind of subjective bias is what leads to people complaining about bad duos. Sometimes you are the bad people on the team, get over it, you can't win every lane every game.
I duo with friends who are bronze/silver/plat all the time(nobody's gold, lol). I'll definitely stop playing with them if they cannot admit they made/make mistakes(read: are human) or if they're ragers for no reason. I prefer to play with people who go, 'shit I made a mistake, I have to make sure I don't do that again/next time' than a person who goes 'shit, this firetrucking jungler/top/mid/ad/support is terrible, etc. etc.' -

Dungeon finder is fine. People should still be able to queue for non dungeon finder games though. In wow you can still chat on your server LFM and draw a group together, people still do that for raids.
However, I agree that enforcing the meta is bad. Which meta does riot enforce? Poke comp? Globals? AoE? Kill lane? Lane switch? Siege? Assassin? etc.Implementing dungeon finder and votekick will go a long way to filtering out actual trolls. Should Riot enforce a meta? No, I don't think so.

If you want to play a safer lane you can go boots and 3 pots and then you'll maybe have 1 more pot than your oppponent OR you can always go cloth armor and 5 pots and stay in for more cs.
Otherwise my general priority/build(with Draven) is longsword -> vamp scepter, finish BT, zerkers, IE/PD/LW depending on how ahead I am and enemy armor/team comp.
If I'm going pretty even in lane and my opponent is shopping a little too often and I notice they have like 2 dorans I'll probably shop and buy 1 dorans, but honestly prefer staying in lane until I have the gold to buy BT. I'll also buy a dorans if they have a pretty aggressive lane and I think I need the health.
I don't play Varus so I don't know his ratios, but I know several AD's rush BotRK so you might consider that. I would go vamp, BotRK, boots, IE, and PD/LW. I don't think you need both BotRK AND BT. Shrug.
The lane will of course matter what AD's and supports there are. If your support isn't able to zone them/make them wary at all then you're pretty screwed from the start, might as well be a 1v2 lane. -

Solo queue is fine. Play your best, encourage your teammates to do their best, be supportive, lead, win.
If you lose, move on and play the next.
If you had trolls/afks, report and move on.

I've seen it all the time in Bronze through Plat. I don't know if it's a good choice or not as I don't play Hec nor do I jungle but, just sayin, boots are boots, depending on your mood/team comp/enemy team comp you can do whatever you want.
