I've launched a community-powered "Factions" system, in which Summoners declare for a faction and fight matches (organized mostly through the "Factions" in-game chat) using faction-specific rosters. The constrained rosters create some interesting opportunities for innovative play that sometimes departs considerably from the usual "meta".

To avoid spreading people out too much, I launched with just four starting factions, chosen by poll: Demacia, Ionia, Noxus, and Piltover. After hitting 2000 Summoners, I opened up a poll for the fifth faction. The community chose the Freljord.

I agree that pick order should be the baseline. Then, at least, people can negotiate from that clear foundation. For instance, with pick order fully enforced, if you're third pick and want mid, then you know exactly whose agreement you must secure: first and second.
Riot has a tendency to be quite aspirational on these topics, and Rioters show a reluctance to acknowledge the present rather anarchic situation. So I can imagine a Rioter responding to what I've written above with, e.g., "well, but that's not really ideal; everyone, including fourth and fifth picks in the example you present, should be on board and in agreement so that everyone can work together as a team and have a good experience." Sure. That's great. But let's not let the perfect be the enemy of the good, or the tolerable.
I appreciate that the article here made a point to push back against the common argument that "calling a few people fags is okay; it's all in fun, w/e, sticks and stones bro". People are very quick to assume that they're an exception: "oh, sure, it's bad, except in certain circumstances, like when I do it."

And ... nope! I certainly haven't given up. It's easy procrastination to just bump the thread. ^^
And I do think the idea (which isn't really mine) has promise. (I say not really mine because I just refined and concretized some ideas drifting around the forums into a specific proposal.)
I'm encouraged that so many people in the LoL community are willing to give such a major change a chance. I had expected much less support: I figured people would be much more averse to the idea of change.
I think that "4 goldstreams for 5 Champions" has a lot to do with the static nature of the meta.
I discuss this some in my thread proposing a new mechanic, "Synergy", which could effectively add a 5th goldstream and make duo-laning viable outside of bot.
Basic idea: when a teammate last-hits a minion near you, you gain some bonus gold. You don't take gold away from the last-hitter. There is no bonus when you yourself last-hit.
