Shiv is for pushing early (which is what cait SHOULD be doing) so i'd say - go for shiv.
your lks/elo/whatever is too low - 1850 is the minimum for plat 1. so, until then - you either have to luck out or just farm mmr.
and yes, LKS is pretty damn identical to your hidden mmr.

It'll never be bad because you have /utility/.
my entire team was behind(1900 elo at the time), i was one item ahead of the enemy adc - ended up carrying the WHOLE game because of how amazingly powerful the build is.
What i've learned climbing to diamond is; it doesn't matter what you pick as long as you know how to play it.

So you are passing on one of the strongest mids because you couldn't hit the ground running?
Lux is NOT one of the strongest mids, she's incredibly overrated - I've played her ever since season 1 and the nerfs were unwarranted because ALL she is is her combo.
Sure, her shield is pretty strong when you have ~200 AP and she can oneshot most squishies granted you land binding - but if they cleanse/barrier you're useless for SEVERAL (~10) seconds.
She's a one trick pony that relies on poor enemy positioning.Sorry you are correct, she sees regular play in high elo because they like handicapping themselves.
I am high elo myself, she's only played because she is pretty safe and has massive range. Doesn't mean she can carry as hard as other mids.

Why are Vladimir and Evelyn so low? Both of their kits seem to be more viable than you give them credit for. Especially Vladimir. They were each used effectively during the spring split and I see no reason why they belong any lower than tier 3. Evelynn is extremely niché, and Vladimir requires a great deal of farm to pull off.

Victor is so bad that he literally has no niche. EVERY other AP champion does whatever he tries to do better. He is worse than the AP equilative of fiora. At least Fiora has a niche.
Fiddlesticks is a high solo Q champ, but that's an indication of horrible map awareness and communication. Tier 4 is fair for him. He fits in right with those champions. Karthus was Tier 2 in my last AP tier list. I've got back into my karthus paly, and seen him perform very well in EU and NA. He still is a team fight king IMO.
Hey Ace, Your Bias is showing. You can't even spell his name right. Viktor. Not Victor. Now go actually play him, and learn to fire his lazer, maybe then you'll see how strong he is.
what elo are you, 1200? lol he's weak, sorry. wonky mechanics riddled with bugs. his only 'strong' phase is his laning, but even that is wonky because his laser sucks and shield so short range.
only thing worth taking in utility is the 3% lifesteal, going deeper is a waste.

I have the feeling that he isn't in such a bad spot even after the nerfs at the end of Season 2. I currently have 34 ranked games with him and 24 wins out of that. His E and R give him the ability to constantly focus the enemy backline while being in relative safety himself. Alternatively, he can shred tanks with his % damage on W. His matchup against Assassins is subpar (comparable to Karthus), but a 4-6 items AP Kog'maw is a scary sight.
All I want to say is that I hope AP Kog'maw is not prematurely judged and put into Trash Tier because of a lack of playtime/interest, because I actually agree with many point on your tier list.
unsafe laning phase, can't duel properly pre-6, too mana dependant, muramura change to physical indirectly nerfed him.
if you can get to ~20min with roughly 200 cs and maybe a kill, you'll probably be a terror in teamfights - but not even nearly as terrifying as e.g orianna, lissandra etc.
