I never understood why Phage procced base off of RNG, considering that RNG is pretty harmful for competitive play (for counter play reasons).
Could it not just be a sort of stacking slow, that increases in effect the more auto-attacks you get off, similar to Black Cleaver's armor shred? The stats could also be adjusted accordingly.
I also agree with the scaling items. I think you could go so far as to rework some bruisers to have their abilities scale moreso off of levels, kind of like they did for Rengar.
