Cooldown is generally weaker on energy-based champs, since they will run out of energy more quickly and do not have reserves like a mana-based champ.  For example, rushing a lot of CDR on Kennen will not really increase your effective damage output because you will not be able to take advantage of the reduced cooldowns due to lack of energy, even with effective use of energy-return mechanics.  Now, locket is still great on Lee, but not because he's manaless.

Just wanna say that I like the tone you've taken in this post; it's much less mean than your usual, and it makes your ideas actually sound pretty good.

I like what you said about champ select and pick order, but I think that Riot is smart to look into other ways to alleviate the stress of champ select.  I'd like to see a pre-champ select lobby where you can't see what the pick order will be.  That way, each team would have some time to discuss what they want to play and what kind of strategy they should do.  If they couldn't agree, pick order would be a good backup, but hopefully it would encourage players to communicate a little better than just saying "MID"

If you report people for picking non-OP champs, your reports probably have no weight anyway so it doesn't really matter.  If your mid lane decides to take, say, Panth instead of Kha Zix as an AD assassin mid, are you going to report him because Kha is slightly stronger than Pantheon?  Do you even take into account that everyone can't be good at every OP champ, so a lot of people choose to play a champ that fits their playstyle.  You're way better off with a teammate who is playing a champ they know well than a slightly better champ who is currently OP.

This is what gets me about people picking Ziggs, Viktor, Nami etc. No, they are not useless. There is however no reason to pick them, so picking them is intentionally helping the enemy team just to have fun. This is reportable.

Well, there is the reason that certain champions are FUN.  You know, because this is a game, that you play, for FUN.  It's one thing to say that it is sub-optimal to pick someone like viktor or ziggs, it is another thing entirely to suggest that it is a "reportable" offense to pick one of them.

So where does extra go?  If I want to support that rammus mid with LeBlanc, is that what the "Extra" slot is?  Does extra have to go bot lane?  Does extra have to follow the adc?  If extra does not go where he's supposed to, does it indicate in tribunal records what lane he chose?  And does "Extra" mean "person who does not farm?"  In that case, what if I want to support, but I also want to farm, and my team says "NOPE LOL RIOT SAYS THAT EXTRA DOESN'T CS NOOB" and reports me if I try to farm as "extra?"  Am I now precluded from asking for farm as "extra?"

The problem with the "dungeon finder" is that I could just select support to get a shorter queue time, and then once in champ select go "LOL nope going mid."  Sure, that person might get reported by his whole team, but that's not going to prevent the negative game from happening.

Personally, I think that we should all just learn to work with teams as much as we can and just deal with it when people troll champ select.  If you're open to playing 2-3 roles (which is pretty realistic and flexible), then you will virtually never get stuck doing what you don't want to do.  Honestly, it's not that hard, and it saves the arguing with your team.

Life lesson Prostitute: if someone asks you why you face checked a bush, fed your lane, didn't do X, did do Y, etc. in an accusing manner, and you respond with "Yeah, you're right man, I fucked that up, sorry."  Like, 90% of the time, that person will respond with something like "it's cool" or, at worst, "just stop doing that."  It doesn't matter if what you did was actually a mistake, if you just apologize for it you don't have to deal with it and it's usually over right away.

This works in real life too.  Wife mad at you for some stupid little thing?  "I'm sorry honey, I made a mistake there."  Boom.  Argument over.  No one can continue to give you shit over some tiny little thing if you just apologize and get over it.  Who cares if it's your fault?  By apologizing, now you don't have to hear them complain anymore!  It's a selfish apology, THE BEST!

Furthering that concept, if you forgive someone for making a mistake, such as feeding the lane or face checking, by saying something as simple as "don't worry about it, we got this," they are that much less likely to rage.  People rage not because they are actually THAT angry that they just have to type at you in ALL CAPS, but because they want everyone to know that the game is not going poorly because of them, but because of everyone else.  That's the same reason why people type things like "This Blitz GG" in all-chat.

All you gotta do is tell everyone it's not their fault, and to just work together, and enjoy an instant 10% increase in your win rate (approximately).
