Here's an easy explanation for Olaf's low win ratio:
Option 1: Olaf is a character that goes in, manmode, and dives in the middle of the enemy team. This requires team followup, which is very unlikely to happen in solo queue. So while Olaf can initiate well, because he might not be in skype with his team (or maybe his team is just very scared) he can die and his team will lose because they didn't capitalize.
Option 2: Olaf is a very popular champion. People wanna be a big norse god who chunks people with axes, right? Sounds fun. He even got super played at IEM Katowice, so he must be HELLA OP, right? This prompts people to pick olaf in ranked games just because "he is op" without actually having knowledge of the champion. So they artificially bring down olaf's win ratios because a large portion of the people who play olaf are unskilled. This is the same case with Alistar, Shen, and Malphite always having decently low win ratios.
With interpretation of numbers, you have to keep in mind that the simplest solution is almost never the solution that is correct; while win ratios can have a decent enough way to prove a champion is good (ezreal and evelynn are played by everyone, and despite having people who don't know how to play them, consistently have extremely high win ratios; therefore they must be extremely good), they are not the only way or even the most reliable way.

2. Olaf's win rate is 42.73% in PLATINUM LEAGUE. This proves that Olaf's win rate isn't low due to the fact that is dragged down by noob Olaf players, but simply because he isn't that op and may even be up.
