A solid post, but I'll make a couple of points anyway:
-even though basic AD items have become cheaper, IE has also lost 10 AD. This basically just means that AD carries have been nerfed even more.
-I thought Frozen heart AS debuff was multiplied with the total attack speed. If that's the case, the changes doesn't really make it stronger. If the debuff is additive, it will become stronger.
I haven't tried out the Shiv yet, but I think I'll do some testing later to see how much you would have to move to proc it. Since the proc can crit, it could potentially do some serious damage in a poke comp.
