Ryze (and Kassadin) both build tons of mana because they actually scale off of mana; mana gives them tangible increases to their damage.
Kayle may only have a single-target slow, but the utility of her shred plus her massive sustained damage is what makes her a worthwhile pick.
Same goes for Karthus; he may not be a chaser, but put him in the middle of a teamfight and he'll destroy.
The problem with Heimerdinger isn't any one of those flaws, it's the fact that he has SO MANY flaws.
you mean the extra slow he got on his Q, the lower cooldown on his W , and the change on his ult to scale better with the fact that people are stacking health?
I agree that SOME players don't play champions because of the cool factor, but the people who get paid to play/analyze the game only care about results (because if they stop caring about results, somebody else will get better results and will get paid instead.

You just helped to explain why Heimerdinger is weak; he's not good if your opponent controls the tempo, he has to spend a lot of money on a weak stat, and his grenade is not the easiest to land.
