I should've specified "stronger against squishies" late game. Against ADCs and supports he'll do more damage, against anything else (Since every mage gets an hourglass) he does substantially worse. If you're at the lower ranks where you can catch squishies with Udyr or aren't fighting tanks you'll do better. If you're against a team where you are gonna get peeled all day you'll just be the same kitable useless udyr.

The original buff to his passive to be 14% at rank 1 was intended to make him a jungler. You can watch the patch preview they did. This was not an accident, this was riot steering him intentionally in to the jungle.
