Completely and absolutely wrong IMO. The first thing you're doing is assuming the meta is the best way to play... but the meta changes. People find something that beats it. And that becomes new meta.
Things become popular not because they are good but because they look good. Take kayle. Used to be trash pick. No changes. Dyrus plays her top and stomps. Oh shes a good top laner. Meanwhile every time you took her mid you get trash talked even though you often stomped. Then comes the buff to her e. Still no change shes still trash. Then some pro uses her stomps mid and suddenly riot needs to nerf her because shes too strong.
People dont know whats best and neither does riot. You're assuming people know whats best. Im sure there are better solutions certain combinations of champions in certain lanes that break the meta but are much better team comps. We just dont know what they are yet. Enforcing a meta is crazy.
