Game length is a factor here. Challenger-level games at 20 minutes are often far ahead of where a Bronze-level game would be in 40.

I think the biggest benefit of hybrid penetration marks is for rune page efficiency. If you only have 2 or 3 rune pages, these marks are simply more flexible, since they are literally good on every champion, even if they are "best possible" for few.
Of course, you could just buy another rune page for the price...
But hybrid marks, armor seals, mr glyphs, and movement speed quints would be the "universal rune page." Bad on basically nobody.
