The synergy with those two items are so good with singed, you get a 15% slow + 10% hp DoT + alot of AP & HP. It really works well, and as a main Singed player I do recommend these items after you've built RoA, Boots2, Chain Vest & Negatron Cloak (to get tanky).
My everyday build:
Start: Flask + 5 HP Pots + 1 Sight Ward
Items In Order: RoA > Boots2 > Rylai's > Thornmail > Liandry's > Void Staff > Banshee's Veil
