Simply compare it to flat AD runes, this means you will be inferior on stats untill at least level 7, during that period, many thing can be decided already.
And then compare to armor penetration runes. Penetration is superior through out the game, as it boosts all your physical abilities' base damage by a percent as well.

The point is he's got a build-in AS steroid, so in the end you won't need too much damage item if you chose to go with the bruiser path, probably just a bloodthirster will do. And then when you see him jumping on your squishies' faces, you're gonna have to chose use your CC right now and let him heal and absorb damage after, or save the CC and watch your ADC die. In this case, the extra tenacity isn't quite needed. The only thing he lacks is the CC and he has an unslowable speed boost to make up for it.
And about the ratio, let's say corki's passive has 10% of actual damage. As a spell with 5 ranks and active, you're gonna have to give him at least 20% i suppose?
imo she's assassin-ish, but with the advantage of being ranged, she's not an spell based assassin like zed/talon. She would be a trouble for many melee champions top lane, i suggest to play her there as an ADC-ish assassin with a better ADC at bot. In the teamfight, if you got chance to take down enemy ADC, then do it. If not just play like an normal ADC, you'd just be destroying tanks faster than the enemy team because you have 2 ADC level damage source. it's still not that bad.

Not sure about that. The base on hit damage is too low, the build path is not quite friendly for him. There are just other better items to be rushed.
Not like heim, your box doesn't have charge system, in order to make the box effective, you need a lot of time just to place boxes, and after that, you still need to sit around and wait. If you get lucky, you'd have someone walk into it, but that's still a lot of time wasted doing nothing. And while you're doing that, enemy jungler can be happily farming his own jungle/your jungle/ganking other lane. Won't be too long for you to fall 3 levels behind.
It works in ARAM because it's only 1 lane, you still get xp and occationaly last hit while stacking boxes, and ARAM is much more about poke so AP works better. But it's definately not viable for summoner's rift. The effectiveness is just not there.

IMO sheen is a cheap snowball item that you can build into endgame item. It provides purely damage and offers no defensive stat, it's the item you go for instead of doran's if you have enough gold. So i think it's a situational item and no one MUST buy it early.
I mean, look at Ez, it's the perfect item for him. It gives additional mana which means you can poke much more. Your Q has extremly low CD (if you max it first) so you can proc it more frequently than most other champions. And you can do that at a safe range which eliminates the disadvantage of not having defensive stat on it. But the fact is. AD Ez doesn't rush it anymore. For AP Ez, it's not as effective because you're not maxing Q, plus, AP Ez is an extremly weak pusher early on, enemy AP carry will probably always have more minions, ppl can easily dodge Q with minions around. So the best solution is maxing W to harass, this way AP becomes the priority in your build. So even for AP Ez, it's not the best item to rush anymore.
you can't kite like Ezreal with the gaunlet so it's less effective kiting wise. And you're not using the damage of it as well unless you get rly close and auto while poking, Jayce doesn't have a long auto range, so you might just get engaged on by doing that and die.
The whole point of blue Ezreal is Q procs on-hit effects thus enable the kiting potential combined with gaunlet. and compare to triforce/BT, your Q damage is not that low and you have less CD as well. While Jayce isn't gonna get the on-hit effect safely, might as well just go full damage/cdr (Ionia boots, BC, and in some case lizard elder. Note that if you get all 3 of these, plus the 4% in mastery, you have 39% CDR, and your cannon Q actually procs lizard elder true damage, that's more effective than gaunlet.)

It's a 3.1 GHz i5 with 8GB RAM and and a 2GB GT620. It's a mid-high range rig. It can obviously run anything you throw at it. And with LoL being designed to run on low-end laptops this should not even be a question.
GT620 is actually entry level graphic, but it should be able to run LoL at mid-high setting as LoL is a 2009 game.
Tho, if you want to be able to play some upcoming games and don't want to change your graphic in a few years, at least get GT660 or higher. And as someone had already said above, building your own pc is always a better option if you know how to, or have a friend to help you with it. You will get better spec with lower price most of time.
I don't think you lose the passive from W while clearing, since you mostly won't be in enemy's sight, even if you lose it, you just get it right back. The evolve version must mean "you don't lose passive if you hit an enemy champion"
