9/0/21 is the normal AP thing to do now, and that gives Brand MS. There's also Alacrity and Twin Shadows. With that and quints, you can kind of play him like a longer-ranged, less-tanky Ryze.
Rylai's and Liandry's and light up the whole team--positioning is important but I really think he's better this season. That combo alone...

Even that establishes meta enforcement. That you can punish someone for going a certain champion in a certain role, even if they think it is bad, is meta enforcement, even if only the mildest sort.
It's not explicit either.
