Rumble's Danger Zone Harpoon has a 1.2 ap ratio with these changes, not 1.6. On live it has a 1.25 ratio. The base damage is also very slightly lower in Danger Zone with these changes.

A goofball one that can do both could be Taric. It would probably only be a counter-ad mid pick, but a very strong one. He is also surprisingly strong in the jungle now.

They are both very viable mid, lee sin probably being the better mid of the two. They are both strong when most mids are weak and they both have great mobility options. All it takes for a bruiser to work mid is a gap closer, especially if they have high early damage. These two are some of the better ones along with Kha'zix, Wukong, Jayce and of course Pantheon.
Edit: added Jayce and now realized you wanted both roles in one package, whoops.

I like the tier list overall. I think rumble may deserve a tier 1 spot in the near future. He's getting some attention in the LCS, but his win percentage is poor. However, in the long run, I think his versatility will shine through.

I see this has kind of become more of a Lux discussion, but as far as Morellonomicon goes,, it is very niche mid lane as has been stated several times. However, I have found it to be a very cost effective strong ap item out of the jungle. Unfortunately there aren't a whole lot of champions who can really take advantage of a purely offensive ap item out of the jungle. Diana is a good candidate once she gets fixed. For that matter, it's cost effectiveness and building off a gp10 could make it useful on a mage support that gets a bit ahead or feels the team needs the grievous wounds. I usually prefer deathcap or wota on those characters if you choose to build damage, but maybe its low cost could make it worth it. The only other junglers I can think of that could make good use of it are Fiddlesticks and Master Yi.

I appreciate the detail in your points. I will definitely try out that build path. Good matchup advice as well. My biggest issue in tough matchups is the necessity to use the clone during trades or for baiting because of how quickly you run out of mana doing so. I suppose potions could be used to counteract this (specifically flask), but it's still a big drain on your mana unless I'm missing something.

You should probably try to avoid saying any way is the "correct" way. That is not really discussing anything. My two cents is that I prefer 19/11 masteries on Wukong, getting sunder as well as sorcery in the offensive tree and getting unyielding and veteran's scars in defense. Don't let my avatar make me come off as any kind of wannabe expert, but I do play Wukong quite a bit. I feel these masteries help him trade as well as survive better early game while emphasizing his armor shredding. I have been considering going 21/9 because of the improved executioner mastery, but I'm afraid I will be that much more frail level 1-4. I've also been thinking about 17/13 or 14/16 to get block, since armor pen seems to be pretty covered with BC. Not sure yet. 9/21 is also good, but I think you can get away with a bit more offense early, especially with flask helping with his lack of sustain.
As for items, I may be missing something already discussed, but I really like trinity force on him over frozen mallet. I think it fits the hit and run style a bit better with higher up-front burst and a helpful amount of extra mana. BC is of course awesome on him, and helps make up for the health lost going triforce over FM. After that it's probably Maw/Aegis/GA depending on what's goin on and what your own team is building. LW is also a great option, especially if you are ahead, but with how much armor Wukong shreds on top of BC's shred and masteries, it might be stat overkill when you could build more defense or straight AD. I could see it being left out in the future unless there is a truly monstrous armor number on the other team. BoTRK seems pretty great, but I haven't tried it on him yet.
As for matchups, I agree with what Sekushu said about Wukong's ability to handle a surprising amount of matchups. I believe he is only truly countered by Darius, Lee Sin, and Garen. This is due to their great early damage and ability to extend trades waaaay longer than Wukong wants. Even if Wukong can avoid a Darius pull, he takes about as much or more damage in the trade, as well as blowing a lot of mana. Relying on decoy to trade runs you out of mana quick. As far as what Wukong counters top lane, I'd say the most significant ones are (and these are soft counters) Jayce, Rengar, and Jax. Don't forget though, Wukong might be at his strongest as a counter mid in a whole bunch of matchups. This lets you play some mind games in champion select too. I'll first pick Wukong and draw a Darius pick out. Then I lane swap with a long range AP carry that darius can't get to. Even if they try to switch back, you've gotten them behind and can continue to knock them off balance with lane swaps. This can be dangerous though, as a Lee Sin pick could counter both lanes.

This has been inactive for awhile and I haven't been too eager to bump it due to the vast changes coming out. I think we have some nice ideas that could potentially carry over into the next season, but it would be best if we continue to hold off for the most part until the new meta has been sorted out a little bit.

That's true that it would probably force him out of his role, I neglected to consider his team fight role with this new passive. I was mostly looking for some way to increase his viability top lane because being purely a counter mid leaves him out of most team comps. However, the blind could still be used with a hit and run mentality while still building him bursty. You jump in and assassinate a carry, try to throw your blind on an ad of some sort, then cheese it out. Item changes are definitely needed for ad casters in general though.
