Shen would be great, except for the fact that he is banned a LOT (and almost permabanned at lower elos). As other people have said, Singed is a good character if you want to run Teleport. Most top laners prefer to take Ignite though. Yorick is another example of a character that can work really well with Teleport, along with Malphite. Teleport top laners tend to be the laners who prefer to farm and scale, not the ones who go for trades. The last character that I think can work well with Teleport is Nidalee if you are going to be splitpushing heavily.

i'm also stuck in silver 5 and i know what you mean.
nothing annoys me more when people say getting stuck in bronze/silver (elo hell) isn't a thing or that if you are any good you can just carry yourself out. as someone who went to 1400 then dropped to 700 from losing game after game because of idiot teamates (as well as good games where your team just loses) and carried back to 1350 beofre quitting over 200 games in season 2 i call absolute bullshit on that. the only way it's happening is if you duo and use the duo advantage properly or if you are in bronze/silver and are really a high plat+ player. if you're just a somewhat decent player who belongs somewhere in gold or low plat i think the chances of getting out are entirely up to chance
i find it's even worse now trying to go up divisions than raise elo for two reasons.a) you have to win 2/3 games to be promoted and i find in 2/5 games minimum i will get at least one feeder/afker/troll
b) you can drop divisions within a leagueOk...so why is this different to every other person who says they are "stuck". I have seen this same post in so many variations, and I haven't even been on this forum very long. None of the stories are different, yet people insist on posting it.

Its no secret that in lower silver tier the games are mostly luck based and most of the matches are one team steamrolling the other hardcore with surrender at 20.
Things like tanks backing away endlessly from fights afraid of engaging, complete ignorance of dragons and barons, endless turtling in base for no reason, no warding and such are a common occurence in silver 5.
Just right now I was playing adc on silver 5 smurf and got support Morgana who started dorans ring and had 0 armor bonuses. Needless to say I went immediately afk for the rest of the game - I play games to have fun, not to sufer harassment by people with down syndrome. A permaban would be a better alternative to me than playing one game with a "person" like that.
Silver 5 smurf? What is your real division? And really... if you AFK a ranked game because of that, I would have reported you. People encounter much worse than that in ranked, but many of them don't get butthurt and AFK. They actually try to win, because you know, they've carried worse than that. You didn't even give Morgana a chance to do anything. If you were really that good then you would carry regardless, even if you had to buy your own wards. I would be much more likely to report you, and ban if I came across it in the Tribunal, than to report / punish the Morgana.

As long as you encompass what a support does, like warding, map awareness, keeping track of important cooldowns / buffs / objectives, then it doesn't really matter what character you are playing. Just do your best to help your team. Your mind for the game will be really helpful no matter who you pick, rather than just picking say, Sona and only warding because you have to, and not really looking at what a support brings to the team outside of that.

Nidalee support needs to be labelled "Nidalee kill lane", or even "Nidalee poke lane". Just like "ADC + Renekton kill lane" or "ADC + Jarvan IV kill lane". It's the classification that is causing this problem. A Nidalee lane isn't gonna sit back and just let the ADC farm, because unlike most other supports, you can't just sit pretty on your Philosopher's Stone and Ruby Sightstone and still know that you are going to be helpful to your team. Because yes, if you play her as a traditional support, you are going to suck horribly. A Nidalee with a Philo stone / Ruby Sightstone / Locket / Runic build is incredibly useless.
You aren't going to pick Nidalee with Kog'Maw, anymore than you would pick Renekton with Kog'Maw. Because Kog'Maw isn't out to kill his opponents. You pick Nidalee with Caitlyn or Ezreal, much the same way you can pick Renekton with Graves, Varus, or Miss Fortune, because of the synergy of their poke / burst respectively.
This doesn't mean ADC + Nidalee bot lane is bad. Even in high elo I have seen players use double bruiser kill lanes, so why can't an ADC + Nidalee kill lane work? It can, and sometimes it does. But it requires the same level of thought that an ADC + Renekton bot lane does. You can't just pick Nidalee support and expect it to work in most situations. THAT is the fundamental problem underlying Nidalee as a "support".
Nidalee shouldn't be classified as a support.A Nidalee bot lane is a kill lane, it just happens to be the most popular form of kill lane, to the point where people just label it a support. This needs to change.

Nidalee support makes me cry. Such a waste of her talents...
That aside, if you end up being support bot lane with a character you didn't want to support with, I think you are on the right track. Find a way that the character can play the support role. It's probably good that it happens with Singed, as opposed to say... Fiora. And as it goes, in low elo queue, people just pick a support-labelled character because the pros do it. However, a lot of them aren't really good enough to know why people pick Sona and Lulu instead of just going ADC + Darius support. Low elo players get stomped by kill lanes simply because they expect to face a support, because that is what the pro games look like. When they don't, it throws them off. Hard.

Twisted Fate's entire combo however, is on a 6 second base cooldown (less because he naturally gets CDR through his E). Also, unlike most AP Mids, he doesn't rely on his ultimate to do a significant chunk of his damage in a combo. Lissandra is not a bad damage dealer by any means, I was just talking about the reason TF has such low ratios is because his whole combo is unreliant on his ultimate, which means his entire combo is on a 6 second cooldown. Of course it won't have the AP scaling of a LeBlanc or Gragas combo, because their moves are on much higher cooldowns.
Lissandra is more focused on utility. This discussion is about damage, and in terms of damage output in respect to cooldown on spells, Lissandra does quite poorly. However, all of Lissandra's moves come with strong utility effects, which is the reason she has low (compared to most AP mids) damage output over a set time interval. It is because those other AP Mids cannot match her utility. If we consider what her spells can do (AOE 1.5 second root, for example), then yes they are quite powerful for the cooldowns that she has. But in terms of just damage, they aren't too good for the cooldowns they have.

Having 3 .6 ratios and an ult with a .7 ratio is bad? That's news to me. Most of the popular APs in this game have .6 ratios on standard damage abilities. If anything, given she has rather low base cooldowns at level 18, I'd say she scales extremely hard with AP, but needs to stack it to make up for her poor base damages. I mean, look at Twisted Fate and Karthus. They have relatively inferior AP ratios if you think .6 ratios are bad. Yet all they do is stack raw damage, and they can do that because likewise, they have low cooldowns to take advantage of AP stacking repeatedly.
RoA is bad simply because the mana is overkill. You should be prioritizing Athenes or Morellos on Lissandra to get CDR for her inherently disruptive kit.
Spectral Wraith might actually be okay, given Q does proc the full effect on the initial target, and it's another way of itemizing CDR and Mana regen. I just don't however really see a place for building it, simply because Zhonyas is so important on her, and from then on you have other item goals like Athenes/Morellos, Liandrys, and Deathcap.
Yea... Karthus and TF have bad ratios. But here is why they still do insane amounts of damage. Both of Twisted Fate's damaging abilities are on a 6 second cooldown, and his kit synergises so well with Lich Bane that it's not even funny. This adds a huge spike to his damage output.
For Karthus, there are reasons for his low AP ratios. 1. His Q. This move is on a 1 second cooldown, with a low mana cost. 2. His E. This move deals damage per second just for being near someone. And it is a toggle. 3. His ultimate is a global, unavoidable (for the most part) nuke. Of course these moves will have low AP ratios.
Lissandra however has her moves on relatively high cooldowns, except for her Q.
