His W is actually substantially worse. I'd hardly call that a buff to scaling. There was a thread on here awhile ago, where it was found to be that taric would now need around 240 bonus armor to give the same effect as level 5 shatter before.
Maybe I should clarify that I meant damage scaling. The bonus armor buff is certainly weaker for 90% of the game, even if 240 armor is pretty reachable on Taric.
On items, Zephyr + IG are very competitive toward Trinity + FH, I'd say there's a time and place for both. I agree that Manamune isn't all that good, but Taric is one of the few champions whose laning is actually made better with tear - it basically alleviates his mana problems and gives him 10+ damage on AA's against champions while being really cheap, it's more of an early game pick-up and Manamune gives instant ~40 AD and easier stacking - damage and sustain make Taric a bitch in lane, even if it doesn't do that much lategame.
IMO, Zephyr, Trinity and Nashor's tooth are the best offensive options; FH, IG, SV and Randuin's are the best defensive ones with possible Bulwark and Locket if they're AoE heavy and your support and jungler don't already have both.
Wit's End seems good, but it gives no utility aside from heal resetting and not enough survivability.
