It was a very small sample size. The win rate doesn't matter if only a very small amount of people played her.
Riot says a lot of things like that Viktor is secretly op. Sejuani had op damage but had tons of difficulty in actually using that damage.

She is definitely better than the previous Sejuani. Read the last article. She's become much more usable. Less damage but she actually functions properly now.

Her passive being moved to her E and buffed up. She applies frost so easily now and her E became much more usable as a result.
