It really depends on your champion and opponent. Lets just say for example you are Olaf and you are vsing a riven who is building BC and other armor pen items. The best way to build  "tanky" against this is to stack health since armor pen is directed to armor and if you stack health the armor pen would do literally nothing. Now lets say its the other way around and you are riven. Olaf's true dmg is insane so you would have to stack health as well since any stats like armor/MR wont do anything.
For item sugestions vs brusiers who build BC/other armor pen items build Warmogs,frozen mallet,etc

For true dmg its the same

For AD its Randiuns, frozen heart

For AP its Banshees/Bulwark/ etc

Hmmm well i would say it is a hit or miss since Naut is a cc king, he IS made for teamfights and just being a support tank and since usually brusiers go top naut cant dish enough dmg to them or defend himself. I would say he would literally get pooped on but it depends who you are vsing. Certainly when it comes to late game he is a god with 4 sources of CC and a ton of dmg from his e and w (if you are going ap/attack speed). If you build some ap + attack speed like malady/laundry's torment then maybe it could work with some jungle ganks! I play naut top from time to time and i do ok :)

Vlad is definitely viable mid and top since by the term viable you mean by a champion who can contribute his/her abilities to the team and this causes a win or just in general have a good time with that certain champion. Even with his nerfs in season 3 it doesnt effect him as much, he still has great sustain and great teamfights. His ult hasent changed and he is usually picked for late game and since the nerfs were based on his early to mid game dmg it really doesnt effect his main role. I certainly think you should play more vlad if possible!! Remember that he synergiezes well with aoe and burst comps. And i wont say he can carry but he certainly can even 1v1 adc's if you are farmed and since he really wins teamfights i guess sometimes you can say he can  "carry".
