No. Tristana's ult is not used only to peel, avoid sweeping generalizations. Her ult is arguably as versitile as Ashe's Arrow, MFs, and Quinns.

Coming from an avid Tristana player Quinn is not underpowered. She is nearly impossible to trade with in lane early levels (2-5), and you will likely lose the trade if she manages to get into range to E you. I see Quinn as almost a worse lane bully than MF paired properly. Lategame though is lackluster for her with teams that stay grouped or have respectable CC, she just doesn't have the steroids in ranged form to compensate for the lack of range, and the ult is suicidal against a clump of 3 or more. 

Quinn to me excells at 1v1ing the other adc, and in general shutting down the laning phase of the other adc then forcing favourable fights.  The blind is probably the strongest aspect of her kit properly applied, and if she can get it on the other adc during a fight or catch someone out then she will win. It's all just a bit too situational for my tastes though. 

I disagree on Ziggs and Kennen being so low.

Especially Kennen, just because he isn't FOTM atm doesn't mean he isn't still a t2/3 contender.

The rest seems very good, I like that you acknowledge syndra as strong.

I've had some success as an AP tank like Malph/Amumu or even to extent rammus on picking up an abyssal late late game if Bulwark isn't enough mr. Don't stack them though, if your mid already got one, but it helps your skill damage and any aps on your team a fair bit if you can afford it.

On a serious note, why BoTRK instead BT? You are wasting the 40% of AS because you just Q all the time. Wouldnt be better the 100AD of the BT?

I imagine it's for the Active, since the build is poke centric. It'd be another method of peel.

I really don't see sejuani as THAT bloodthirsty. Although I can see the connection...

I don't know if this is a good idea, but I don't really lose lane as Ziggs v Fizz. I know him extremely well comparatively to other mids though..

Start double farie and pots, rush your chalice.

Abuse Aa range and Q extremely early to force him low before he hits 3

Keep mines for when he tries to engage, and position W so that he knocks back and you also knock back towards your tower. Lob a Q midair while this is going on, I almost guarantee you will outtrade him.

Just go for max farm, keep track of him and follow and assist with ult / yourself if need be (or your other lanes push like mad and ignore mias...)

Care not to get baited into a bush though, you'll die.
