It was intentional, not a bug. And as far as I've ever been able to tell, yes, that's how it works.

Not all periodic abilities tick as fast as Brand passive or Malefic Visions. Null Zone, actually, ticks slower, and while it can make better effect for Liandry's than Malefic Visions can, it's normally used in concert with Nether Grasp and Malefic Visions, so the triple ticking makes Liandry's not beneficial at all to Malzahar - effectively, you're getting four ticks of damage every 0.5 seconds (1 from Nether Grasp, 1 from Null Zone, 2 from Malefic Visions). Teemo shrooms, iirc, tick slowly enough, and one of Cassiopeia's DoTs, and maybe Amumu's W, so they will get better benefit from Liandry's. Not all DoTs were created equal. Beyond that, none of Malzahar's abilities gets full benefit from Liandry's (or Rylai's!) anyway (Q and W are both AoE, and E and R are both counted as periodic).

2.5 damage for periodic, then x2 for slowed for Rylai's, therefore 5% before MR. And it works on Malefic Visions - never said it didn't - just that it doesn't DO anything until the final tick. In fact, I'm pretty sure they took high-frequency damage ticks into account on DoT champions because otherwise it'd be beyond broken (see also, release Blackfire Torch, which made Teemo/Amumu/Brand/Malzahar godlike).

Yes, that's exactly what I'm saying. Brand's passive works the same way - he only benefits from Liandry's on the final tick of his passive; all of Malzahar's abilities other than his Q work the same way, as that's the only non-periodic spell he has. The reason DFG works better for him is actually because of the sheer amount of AP it has, rather than the active. The CDR is a commodity as far as he's concerned (ult will be up every fight; Q and W have a fairly low chance of being up more than once each in a team fight). As for mpen, you can run Sorcs/Abyssal and get effectively the same effect, while also having your own resistances. The only time Abyssal isn't that good is against triple AD (at which point, rush Zhonya's). And thanks to his %hp nature, he can hold off on Void Staff possibly indefinitely. Haunting Guise on its own is actually pretty strong, I just don't like Liandry's because it's counter-intuitive to his kit (but then again, most items are).
As an aside, I hate RoA on Malz unless against champions like LeBlanc/Ryze/Kassadin. I find myself generally tanky enough with Rylai's (almost always first major item), Deathcap, Abyssal, Zhonya's, and usually WotA.

Put an E on Singed with Liandry's, and he won't care either way. If you manage to get your full combo off (W+E+R+Ignite), and assuming Rylai's + Deathcap, you'll get at maximum 31.5% max hp (before MR) from just his W - that's not including how much damage his Ignite, E and R do, or what your teammates manage to do. Depending on how late in the game you are and whether his ultimate is currently running are two other important factors. That said, Malzahar melting tanks is nothing new, and Liandry's really doesn't supplement it except in sieging. In fact, a DFG is vastly superior to Liandry's for Malzahar BECAUSE of his %hp damage (even though it isn't that great of an item for him because of his kit).
Moreover, with E running all by itself (no W or R alongside it), you'll do 15% of whatever his HP is, AFTER Malefic Visions runs out because his E ticks every .25 seconds, and Liandry's only ticks every .5, and therefore won't come into effect until the final tick of Malefic Visions occurs (taking into account double damage from being slowed). Oh, and that's not counting any magic resist present. The ONLY reason Liandry's is remotely good on him is because of his Q and W during turret sieges, and even then both abilities are incredibly easy to avoid. There are better items out there for him (and against Singed, I'd rather have an Abyssal come mid game than Liandry's because it's probably double AP).

As a Malz player, Liandry's is largely wasted on Malzahar. His abilities tick too fast for it to be of much use except in poke wars, and if he ults Singed (probably a good idea) on top of Null Zone, Singed is likely dead thanks to his teammates anyway. But then, Malzahar blowing up tanks isn't really anything new (even before Liandry's). Better off with Deathcap, Rylai's + one other AP item (RoA, Abyssal, Zhonya's, WotA or new DFG) to do so than a Liandry's.

It's difficult to make something as expansive as LoL universally appealing. What works at 2200 elo isn't always right for 1700 elo isn't always right for 1200 elo, etc. That, and people are way more likely to condescend to you if you're not a pro player/someone at high elo. Doesn't mean they always will, but your audience gets smaller the fewer people you can appeal to. The things that are applicable at all levels of play are fairly limited, though, so once you exhaust that set of topics, there's not much else. Unless you're branded (e.g., on RoG, etc.), people don't take you seriously. Leastways, this is my experience.

So after getting to play Taric against Nami a few times, here's the deal from my experience. Nami has the capability to prevent Taric from even getting in range to burst anything down. Even should he stun something, it's easy to dissuade Taric from being able to do anything because of her Q. She'll catch either him (preventing his use of Shatter/Radiance to any effect), the AD carry (which allows the AD to get blown up), or force one or both to move around the Q effect, and give Nami and her AD to get out of range. Oh, and then slow you guys while doing it. And heal. At level 6, good luck actually going anywhere, thanks to Q/R.
