Rageblade and Nashor's are actually very good items. The only problem is: the stats the give aren't the type of stats most champions want to maximize. If attack speed or hybrid builds ever come back into the meta, they will be very strong.

Not gonna lie, the average person is more interested in reading a blog called "Never Buy Boots 3" than one that says "It's usually a bad idea to buy boots 3". Similar reason as to why celebrity gossip is popular.

Continuing with the Singed example, I think that other boots give far superior advantages than the item slot you squander on movespeed. With Mercury's Treads, you can get much faster because of CC reduction -- If you're under crowd control while you're running to the enemy carry, you're never going to get there, no matter how much movespeed you have.
While 20 movespeed is still pretty significant, one of my arguments is that the effects you get from other boots is much better. For AD carries, you can attack faster with Greaves ; for bruisers, you won't be affected by crowd control as long with Mercs; for AP carries, you can kill your enemies more efficiently with Sorcs, and so on. -

Singed is one of those champions who you know you're going to swiftness quints beforehand. As noted above, that already makes up for the movement speed difference. An item that actually synergizes quite well into Singed's kit is Force of Nature, which iirc provides 8% or ~30 movespeed.
While extra movespeed is always welcome, I feel that the money that is spent on Boots 3 could be much more efficiently used on items such as Mercury's Treads, which will allow Singed to move around in a teamfight much more easily because he isn't as susceptible to crowd control.

I value the gold efficiency of each type of stat in my Item Efficiency Spreadsheet @ bit.ly/mathcraft. It's based on the most efficient base item for each stat in the game; it's not perfect, but its the best baseline for valuing stats and items.

Conclusions from a previous blog: AD gives +5 damage early, arpen starts to be better later.
I personally prefer AD for the last hitting, plus it feels like you're doing more damage when you have ad runes on.
