Well... Atrox is coming so this item can become useful to counter his crazy health regen.

I just think. It would be more interesting item if it passively gave high crit chance with similar active. Most melee champions wont be auto-attacking much anyway, so pasive speed is kidna meh, but if you add this crit to single AutoAttack it could get interesting.

Well... Probably mooving and autoatacking at this same time would be good idea (for master yi this playstyle would really fit) -> but only as long as you are targeting enemy champion (something like vane move speed).
Fiora - could become more like AD-assasin.
Jax - well Jax have this same problem as all "hybrid itemized" champions, bad itemization (it gives him lot of power, but 0 penetration, and 0 survivability), bah most hybrids (Akali, Kale, Diana(does anyone considered Diana as hybrid)) will go pure AP because they scale well and have big AP burst (and being able to get best defensive item in game -> Hourglass (hybrid -> tanky/ap item)), only sometimes taking Nashors tooth.

I think that possibility of switching half of competitors in half of year is a bit too excessive (I would say 2 is OK number).
I would like to point that some players ride on their "former glory", and often it hides new "stars" - (Shushei (don't get me wrong he is still very good player, but in Europe there is ton of much better midlaners, and honestly I think Hosan, and (after acclimatisation) YamatoCannon were doing better job))
On the other side Riot could provide more support to amateurs team (to become more recognizable) -> featuring choosen amateur tournaments on their site, or even sometimes provide coverage of such tournaments. (you guys on RoG could also provide such covers :-D )

Nami make some plays in Asia. Her biggest problem is that her kit is very skill shoot dependent. If her Skill shots were easy to land then she would be much more powerful than other supports.
Jeana got some heavy hits. Her Howling Gale is also hard to land heavy CC. Her shield while nice scaling and giving nice boost to AD brakes way to fast to be effective. Her ulti is one of the most conflicting skills in LoL. It forces disengage, but you don't want to use it healing potential to not be engaged again because you need to channel it for next few seconds. 100-200 MP for knockback every 150-120 seconds is kind of meh...

I would point that Kenen bans are more for AD than AP, but already been done.
You messed a bit 3-rd, and 6-th tables (you didn't convert fractions into percents).

Well, about Kassadin and Frogen's Anivia. It wasn't so much about hard counter (Frogen got early kill in that match, and didn't die even once), but Kassadin ability to roam, and snowball all of their lanes. After that it was stomp fest and pushing all the lanes at once.

Well Riot hates cross scaling because it usually makes hero very strong in offense and defense while building only one stat. Why does Vlad, Olaf, and Shen are commonly called toxic heroes? Also heroes with cross scaling are more prone to snowball (Volibear, or even ever unappreciated Sejuani).
Also why people like to build defense first -> it helps survive ganks, and helps in tower diving. With ward creep on bottom lane it is harder to gank there (also these ganks are more prone to fail, due to carries that more often carry doran's these day (and machete only junglers), and generally higher risk -> 2:1 for usual top, while 3:2 for usual bot).
While nerf to MR/AR can be considered OK (still i think we lack big MR item against heavy AP teams). This change and change to pen made too much. Especially if we see that natural shred numbers of some heroes was untouched. Generally now it is harder to get solid AR/MR itemization, but it is enough to just build HP that works on physical and magical damage. Everyone know that lategame HP is bad, but now this same you can say about MR and AR.
