    No, you can't use summoner spells while stunned, feared, polymorphed, silenced, or taunted, with the exception of Cleanse.

    And if it's suppression or knockup, you can't use Cleanse either.

    I thought this is just supposed to be about an IP budget, not a skill budget. Even if they're newly 30 doesn't necessarily mean that they're bad players. And let's be honest here, no LoL champions are especially hard to learn. And Kayle isn't even hard compared to many others (eg. Vayne, Thresh, Fiddlesticks, Zed, etcetcetc). Yes, she's squishy; yes, it takes a little practice to use her ult correctly; no, it's not especially hard since none of her abilities are skillshots, nor complicated in any other way.

    And Kayle can fit basically any role. Top, mid, and jungle are all viable. She can even be plugged in as AD carry or support in a pinch (though not optimally). Short AD or AP damage? Kayle can do either. The only roles she doesn't fit are bruiser and initiator. Plus, she's dirt cheap. There's basically no reason to not recommend her, or Ryze, or Soraka because they cost nothing and are good champions.

    You're right, it's a root. Which just makes it even worse, though not substantially since a delayed stun is unreliable for cancelling anything anyway.

    I would say she's even more terrible now. She's weaker as an AP mid now with no charges on ult, which greatly reduces her burst damage; effectively no heal, since Mantra W is terrible and should never be used; and completely nerfed wave clearing.

    And she's still a terrible support. No heal, incredibly delayed and conditional stun, mediocre shield. Lulu is probably the closest direct comparison to Karma, and would it be better to take Karma instead of Lulu:

    Glitterlance early does more damage than Inner Flame, but doesn't last quite as long (half a second). At max rank, it does slightly less damage (10% AP ratio), but last longer. And at all ranks, Glitterlance slows by more than 3 times the amount and is easier to hit because it's a piercing skillshot.

    Help, Pix! and Inspire has the opposite relation: Help, Pix! shields for slightly less early and slightly more late. Mana costs are equal, but Help, Pix! has a dual use and lower cooldown.

    Focused Resolve is a conditional 1 sec stun that takes 2 seconds to trigger and does a little damage (since support will never be ranking it up first). Whimsy is an immediate 1.5 second disable + slow. In fact, at all ranks Whimsy lasts a half second longer while triggering 2 seconds faster and placing Lulu in far less danger without having the tether distance requirement. The tether distance is pretty short too.

    Ults are harder to compare, but it's hard to beat Lulu's ult. 600 heal unaffected by max health or ignites, plus a ~1 sec AOE knockup that's unaffected by tenacity and a 60% AOE slow. I would say that it's better than a ~150 AOE shield and maybe 100 AOE damage (after resists). Support Karma blowing Mantra on Soulflare or Renewal in a teamfight is stupid.

    What are Karma's strengths as support? Sure, she has 3 damaging abilities, but as an underleveled support, at least one of them is going to be gimped and have minimal ranks in it. Not that supports are relied on to do any damage anyway, with no MPen or AP to speak of. She doesn't have CC, with just a crappy delayed conditional stun and a weak slow. She doesn't have sustain, with only a self-heal that is over time, requires being heavily damage to be effective, and requires putting herself in range of the enemy to use (ie. trying to use W to heal will probably just get you killed). Oh, and a lot of those things require the use of Mantra.

    Right now she's trash tier, not even conditional trash tier that could work in some specific comps, like old Karma was.

    Xin Zhao is Leona with less CC and less tank (Crescent Sweep << Eclipse). 

    Gragas slow is worthless as support because it will both do no damage AND get you killed. It's also hard to hit it on who you want to since it gets blocked by everything.

    Anivia gets two good abilities, but her ult becomes pretty worthless. Could work as snowball.

    Nidalee's Q's only hurt early on with no AP, and that's only if you max it first. Once it gets to 20-25 minutes on... well, they still do decent damage (not great, but not negligible either) but they suck your mana like Anivia's ult. Spamming spears is simply unsustainable on Support Nidalee. She provides no CC and her ult is pretty useless especially after the removal of tanky stats from it. She's best early, with additional ranged harass and a bastardized combination of Astral Blessing + Blood Boil on her heal, but falls off very quickly unless snowballing.

    And Fiddle isn't unusual. Not often seen, yes, but he's pretty standard as supports go, like a support Lux. He does need one non-standard support item badly for teamfights (Zhonya's), but that's as "unusual" as he is.

    None of this is new. HSGG has been a liability for well over a year now. Technically, he's OK, but he's utterly terrible in champion selection and decision making. Worst out of literally every other single pro player out there, and it's always been his weak point.  Just now it's magnified so much since there are so many more champions and the competition is much better.

    CLG is a contender... for third place, at best.

    Factors not mentioned:

    • CDR is pretty useless during early laning.
    • Crest of the Ancient Golem gives 20% CDR
    • You should also bring up MP5 glyphs, especially for support champions

    Honestly, if you are considering running CDR runes on an AP mid, running 9/0/21 would probably be better. The 21 points in offense aren't _that_ great, and flat AP glyphs give more AP than you would gain from 21 points in offense at low levels while the 6% CDR from Utility is more than 9 flat CDR glyphs.
