It's very naive to think that the people whining and fighting are just kids. From people I know IRL and play LoL, the eldest one is also the one who whines and fight with random people the most.

I mas R>W>Q>E, as having a low cooldown on W is IMO more important than having a better slow.
For items, don't bother building damage, as you won't be farmed enough for critical and AS multiply it to high levels as an ADC can. I go for philostone, sightstone, ionian boots, shurelya, kindlegem and after that whatever the team needs.

Poppy: The less tanky you are, the more her passive works! She is amazingly tanky with support itens, and her burst damage does not benefit much from either AP or AD. She can ult the support and make the other ADC flee from her during battles, or just help the ADC melt the tanks.
Ashe: AOE permaslow, free clairvoyance, a passive that works best by saving your autoatacks to poke enemies in lane, and the best ultimate a support could ask for. All you need for her is philostone for mana and 40% CDR to volley as frequently as possible.

Do not buy a 6300 champion. With that IP you can buy cheaper ones, buy runes or buy a rune page, wich are all better options.

A little too late, but...
I still think warmog's is receiving a significant buff. Even though the fully stacked warmog's on live is still cost efficient at full stacks, you still need quite some time to stack it fully. You pay all the gold, and then receives the benefits only latter. I just won't say it was a bad option always, because there weren't many options for building HP.
New warmog's is much more cost efficient than old warmog's with no stacks, more efficient than old warmog's with half stacks, and almost as efficient (in HP) as old warmog's fully stacked. In addition, the new passive is great when compared to the old warmog's regen. With 3k HP (wich you easily have after building warmog's) you'll already have 45hp/5, wich is 5 more than the old warmog's fully stacked.
In addition to this, being cheaper you can split more your gold between HP and armor/MR, wich results in better overall tankyness.

Actually, warmog's is being buffed.
As it is right now, even fully stacked it isn't cost effective (but it is slot efficient), for the same amount of money you could buy all that health and health regen (but probably you won't be able to fit them all in your slots).
New warmog's gives less HP, but is much cheaper. You pay for 1000 HP, you get 1000 HP AND the unique passive.

I remember seeing a thread on the official forums in wich a red stated that there was this disparity between blue and purple sides. He said it didn't occur only on high ELO, but throughout all ELO ranges with greater or lesser impact.
At the moment, riot was not worried with it, as matchmade games had matchmaking usually placing the stronger team on purple side in order to achieve 50% wins for each side, but as they become more and more concerned with LoL as an e-sport, they'll probably change the map very soon.
