They went from 900 odd elo to just over 1100 overnight with few victorious games.

I was told that a certain summoner was given about 200 Elo supposedly by a Rioter. Would this be true and is it fair for someone to be given elo like this. I checked and they seemed to have gained Elo suddenly and I was just wondering about this.
