If this "elo hell" really does exist, then it is not hard to get out of it if you truly do not belong in that elo. Yes you will have to carry your teammates, but why is it easy? Because the OTHER TEAM will at the skill level of your team as well. Numerous mistakes will be made on both sides. And if you truly are at the skill of 1500 stuck in 500 or something, then you should for the majority of the time be playing against 500s.
