IE is better for her,  maybe BotRK ( high dmg, sustain,peel active, as )
your support wants to build sightstone, and rush aegis ( or locket if his jungler is a towerdiver machine )
you want to play passive and ward your own jungle, as ashe you have global CC, so you can get some assist while farming.
or help your team even without do that much dmg, same for the aoe slow, and hawk vision.

i dont know if its better to push a lane and steal golems to your jungle is a good strategy, or its better to freeze the lane,
teh second one its better for farming, but leaves your team with 2 player mia all the time

that sounds good on aa junglers with aoe habilities, shyvanna or diana , phoenix udyr.
but i dont know. try that and tell us about

if blind pick you should take armor seals, and 9 in defense, at least.
start with cloth+5 or cloth+3+ward ( depending on enemy jungler )
The only thing you need is to bait his q.
his AA range is 50 less than Shumpo, so if she try to hit you, you jump in, you can zone her if the lane was pushed.
max daggers first and sinister steel first, stay alert to ganks.
its very easy to asist a gank with kat.
the only 3 things to have in mind are:
Minion waves ( she can trade without taking minion aggro )
Siege minions ( she can take almost the half of your tower with a single Siege minion taking aggro of the tower )
Roaming chance ( a Caitlin Mia is not as Hard as a Kata Mia ). so Push and run.

an early doran shield or wardens mail, can help you a lot.
you cant win this lane before lvl 6-9, once you get sorc boots and 1st item you whould be fine.
if you are loosing you can change to bruiser katarina, building tabi's wardens mail, Seeker's Armguard, liandry.
if your are the same level than cait, you can 70-0 her at lvl 9 only with mPen. ( boots or haunting guise ).

if you kill her, you can snowball so hard,  with no chanse for cait to retaliate til late game

if urgot can support ^__^, gimmick but sometimes effective 

i think that you would die vs a 2v2 agressive lane, you have no CC till lvl 6, a temporary slow, on AA with low range, and the poke hit hard on your mana pool till you have tear ( if you rush tear you cant have gp5 or sightstone early ).
its good for swap lanes, and with adcs with some utility like ashe, varus, oriana, kennen

if 2 people wants the same rol, the best and politest way to deal with is at luck, i have no doubt that if i want to play top, and im at the very bottom of the pick order, i have to support. is for the team.
Dungeon finder looks pretty good too, but its just another solution.
My proposal was to deal with unnecessary argues  in team selection, if i have no choise but to attain the randomness of pick order,is just better than, "call first" vs "pick order" battle.
and SEMI-BLIND for when you are first pick, so you can pick katarina, without being ultra-countered 

he is so annoying  dude, only talk when you need to coordinate something is the better way to play

Before ban, each player pick one role , in "pick order" ( can't chat at this point ), then Bans, and then picks.

Semi Blinded.
the picks are blind for the inmediately next stance ( but last )
Ex: if im first pick, my pick only reveals when the 3rd player of the oposite team picks.
Semi Blind is for not pinushing first pick for take a solo lane (mid top jungle) that can be "hard" countered. and someone can play Katarina at least 1 time without getting 5 cc bots in the other team.

Liandry's for ap route is the best choice,
