Stonewall has reccomanded Jarvan as a good beginner jungler because playing him teaches new players good habits. He's also a well rounded jungler with good ganking potential. I'd go with that.

Try building Sejuani as an AP bruiser. Rush Liandry + Rylais after getting boots and razors. She ends up doing a crapton of damage with that build, while still being tanky and giving a huge ammount of utillity.
Her early game is roughly as weak as Amumus, but her mid and late transition with that build is absolutely insane. If you're ranking Amumu at tier 1 because of his transition, you should bump up Sejuani a bit.

Sejuani. Stand in the middle of the enemy team constantly applying liandry's while permaslowing them. Rush it after boots and madred razors when jungling. It makes her damage output ludicrous for her role.
Any champion who can go Liandry's + Rylais will make a nigh unkillable bruiser with tons of magic damage. If this path is appliable on a champion, it'll be worth it.

It would be nice if there was a way for the system to detect cases where someone has been DCed for more than 50% (or 75%?) of the game. Then we wouldn't have the "bullied to leave" problem to the same extent, and you'd avoid the worst cases where someone disconnects at the very beginning and can't get back in.

Sejuani is one of these characters that have a decent kit but fall short 100% because of numbers, in this case bad base resistances mostly. She's just not tanky even though she's supposed to be.
Her kit doesn't have any real built in survivability like Udyr or Vi, so she really needs good base stats to be a viable tank.

Leona is a good pick to crush weak lanes, but she's very risky to pick against any strong lane. If you get behind with a leona lane you will most likely lose the lane so hard that you'll lose the game.
If you're picking Blitz aganst a strong Taric lane, such as Taric/Graves, you're doing it wrong. If you get a pull they'll just hard engage on your AD and burst his socks off before he can do anything.
Then there's the fact that supports with Auras are actually very good, which is why Taric and Sona have had high winrates. You might not SEE the benefit they give you, but it's actually a very large factor in teamfights. A few months ago, Sona used to be the king support and Taric 2nd, Sona got nerfed so Taric ended up being #1. He's a sustain support that gives tons of Auras in teamfights, gives a hard stun, and can burst your socks off. He's has had the least nerfs amongst all supports in LoL history.

Amongst the lowest winrates in the game for most of the last year. He lacks mobility and actual scaling(all his skills are flat). His animations are piss poor as he needs to stand still for a split second to cast his spells. His ganks are... decent. He can force a Flash or a Dash with a good pillar but he doesn't do that consistently. He can become viable if the jungle starts hitting a lot harder, but he won't become top tier in a while unless his actual kit is buffed.
He's pretty fun though, I'd play him more if Riot fixed his animations.

This is actually the formula that they used to have way back before they changed it to how it works now.
It will also make Haunting Guise absolutely insane to the point where rushing Guise+Sorcs+Void staff would be a pretty strong build.
Do you know if reduction got changed too? That would make Black Cleaver pretty good on Xin and Kayle with their easily applied %Armor reduction and autoattack reliance.
Is there a link to Phreak's statement?

MF and Twitch need to be moved up considering their win rates. MF has the highest winrate of all ADs since Ez got a nerf, probably due to her strength in lane and in midgame teamfights. T4 is way to low for her tbh.
Twitch has a fairly high winrate(better than the former big 3), which is probably due to him being able to snowball so damn hard. His lategame is stronger than Kog's with slightly better escapes, more range, more mobility and stronger steroids. And let's face it, people can't ever deal with stealth in solo queue. His laning phase is kinda weak but if he's matched against an AD with a weaker lane than him like Ashe or Vayne, he can use his stealth to really assert his dominance. He'll outscale anyone who can't shut him down in lane. I wouldn't really place him in T1-2 since he can get counterpicked but T3 is a great spot since he's a great situational pick in solo queue.

Now that Ezreal lost his W debuff he suddenly gets countered by MF and Draven unless he heavily outplays them. That'll make them suddenly a lot more powerful. I expect to see more of MF especially since her only real counter is Draven now.
