    Viktor is pretty good. He doesn't fill a specific niche, but he isn't as weak as he's made out to be. He can choose to max either q or e in lane depending on matchup and at least in gold V to gold III he doesn't straight up lose games. His item taking up a slot is a 40 minute problem which doesn't come up that frequently aside from taking up an item slot and making it harder to complete items earlier on.

    I think he's tier 2 or 3 at worst, but that's just imo.

    Saying Viktor is OP is like saying Fiddlesticks is OP. Both have insanely good best case scenarios, but neither will be allowed to execute them against competent players for various reasons. The only reason Viktor occasionally works, as previously mentioned, is because of the enemy team either not being familiar with the champion, hence underestimating him, or due to superior skill. I would never ever pick Viktor in a ranked game, and people who do have to stop being so hipster about it, you play him because he's kind of fun (i give you that) and not because he outperforms anyone.

     

    I feel like you're taking it a bit far there. I'd say that viktor has pretty even match ups against pretty much everyone. He's a pretty safe pick that offers ok burst and a little utility.

    The difficulty of last hitting at bot depends mainly on who you are and who the enemy ad and carry are, along with whether there's an allied minion about to die. Generally, if you take a hit for a cs at bot it's not as punishing as in mid lane. Coupled with the lifesteal that's typically built early, it's not so bad if you get hit once by the enemy ad. Your biggest concern is not being caught by an enemy support if he's one with a lot of cc, because that's a fast way to lose a lane. 

    9/0/21 could be viable on some mana spamming carries, but you'd ultimately find that it doesn't affect your early game all that much, while your late game is a bit weaker. I'd recommend against it most of the time.

    Attack move, if you're coming from an ap mid background is easiest to practice with cass. If you want to do serious damage, when you cast e on a poisoned target, you should immediately move after them. It's a pretty close simulation of ad carry attack moves.

    I feel like she's considered not that good not because of herself but because of what she competes against. Other adc in my opinion are better specialized whereas Sivir's kind of a jack of all trades. Ashe initiates fights better, Ezreal has mobility, Graves has burst, etc. I like her though. If one had a team that was more based around auto attacks, something like a Kayle top, Kog'maw mid, Sivir bot and a cc jungler like Amumu, she'd be exceptionally powerful.
