Although I'm surprised that Siphoning strike, baleful strike and enrage weren't mentioned. They offer the possibility of infinite scaling, which I would say qualifies as "strongest" non-ults.

They need to be charged though, which means most games they never get to a point where I think they could really be considered stronger than most of the moves people are suggesting.

I wasn't envisioning passives as abilities when I asked the question. Similarly I don't think jayce's gate cannon or Alistar's headbutt pulverize would work as that's two abilities combining, which a whole different thing.

I think Event Horizon is another really good choice.  One that no one has mentioned is Zac's elastic slingshot which lets him do insane things, though even as I'm typing this I'm realizing it's not as good as a well place Event Horizon

I'm curious what RoG thinks the strongest single non-ultimate ability is considering both damage and utility?

Some potential candidates I've been considering are Blitzcrank's Rocket Grab (awesome utility), Sion's Cryptic Gaze (1.5 second point and click stun with an amazing ratio), Nidalee's Javalin Toss (huge damage and range), and Anivia's Crystalize (One of the highest skill cap moves in the game, and game changing when mastered)

    What do you guys think?

Ummm no his passive is always going to do the extra 10% true damage no matter how low their armor.

I think you just made his argument for him on way apen is a bad (read inefficient) stat for corki.

A counter argument for apen being good on corki is its synergy with gattling gun thanks to s3 changes to penetration and missile barrage which is a big part of his siege power.

I am not a corki player however and don't have any math to back up my argument, so take it with a grain of salt

I'm hoping his abilities scale in some way with a defensive stat.  My hope is that he will be like jax, a top/jungle who, thanks to very efficient use of stats from items, becomes a monster late game.   It's too early to tell what role he'll really excel at though as we don't even know which stats his abilities will scale with, let alone how much they will scale.

In a real life justice system enforceablity is the meat of the law.  If a law or rule isn't or can't be enforced people will act as if it doesn't exist meaning the system will treat the thing being outlawed as if it were legal.  Yes, you're right it is technically illegal but that's it.  Where I'm from in northern Cali marijuana laws really aren't enforced on the local level, so everyone pretty much acts like its legal even though its not.

It's the same thing for thrown games.  Enforeability is impossible.  I agree it's not noble, but until we figure out how to actually regulate it we may as well accept it as an expected practice.

And just on the flip side, I would rather 100 teams throw a game and none get punished than one team get punished or even really investigated (not good for sponsors) because they had a really off day.

The reason they don't do that is because the one would expect the teams with the two best records to be the two best teams and so they should be in different brackets to allow each team a path to the finals without facing each other.  Other wise you could conceivably have team 1 and 2 play each other in the first round and one would be knocked out which would be anticlimactic and bad for the tournament.

Random seeding would also deincentivize being high ranking as you would gain no advantage.  If the tournament was with random seeds it would make sense to throw some games so people underestimate you strength as a team going into the tournament.

MRN or CLG.  Dig will be fine, and I've been more and more impressed with Col.  They had a terrible start, but have improved dramatically.  As everyone is saying CLG is stale and their egos mean I don't think they can comprehend not making through the split.  If they underestimate their competition, they will lose.  I also hate them, so that could tint my point of view admittedly.

Is it just me or does Riot seem like they're becoming less and less creative?

This guy seems uninteresting, but on a whole the new champs for the last 6 months have been great imo.  I think they're really picking up their game relative to where they where a year and a half to two years ago.  Makes me think this guy will be better than he sounds
