Not sure if already mentioned but this guy sounds a lot like Maliken from Heroes of Newerth with a skill replaced.
He has a skill shot slow like Malikens sword throw minus being able to teleport during flight.
He has a toggle skill that grants bonus damage at the cost of health with the other toggle being able to heal himself. Maliken has the same feature.
Both characters ults grant them ranged attacks for a certain amount of time.
I'm not saying this is a bad thing as I actually loved playing Maliken when I played HoN a few times, but this two are very very similar.

I'm interested in either spot. I usually play top but can also manage ADC very well. My top mains would be Vlad, Irelia, Jax, Lee Sin, GP. I also consider myself an extremely good Shen whenever he isn't banned. With the ADC spot I can play any of them with the same relative success. I do prefer people like Ashe, Trist, Kog, compared to what seems to be a meta of only Corki or Ez right now.
So I'd appreciate you looking into my account, even just a sub-in would be great.

Will play any role needed really. But in order from my best to least is:
1: Mid, 2: Top, 3: ADC, 4: Jungle, 5: Support.
