Definitely not at the power level of Orb of Winter.

Orb of Winter hard solves poke champions but essentially relegates normal AP to the sidelines.

On SR, it would have the effect of further diminishing the effect that Burst Mages have on the game who are already constrained due to how wildly disparate their games can be - especially since Void Staff effectively is a DPS add rather than an MR counter at this point.
penetration is the strongest its ever been and MR the weakest.
Correct some dissonance here - with the retuned magic penetration values in S3 - your penetration statistic is roughly equivalent to S2 at full build.

We nerfed every source of flat magic penetration and % magic penetration in the game and made them stack together - thus until you reach that saturation point, penetration will be weaker until a fully complete magic penetration build.

Nah, I love tasting the tears of AP players, except when I play Fizz, then you're not allowed to buy that item.
That's not an acceptable tradeoff to make - It's obviously true that we could make god-tier items to make fighters feel amazing. Doing so would come at the expense of almost every other class in the game, however. If you start a tug of war on items where excessive penetration exists to counter excess resistance - you then invalidate anyone *not* participating in the resistance or penetration game from doing damage.

It's an interesting balance to make - except since magic damage isn't sustained or hyperscaling like physical damage is - nor is it as skill-intensive in many instances due to the nature of the range and burst.
Except you haven't. Every champion that has pagic pen has remained unchanged as far as I can tell (Xerath, Nid, Amumu, Soraka). I'll ignore Xerath here due to his upcoming changes and point a huge finger at nidalee. This hasn't really caught on in SR, but in Dominion AP nid is an absolute terror due to her traps vision/statreduction duration with traps that stay around forever. I'm curious why no other pen stats on champions were nerfed when the season change happened.
Outside of Xerath, reductions still work exactly the same as they used to

Changes made to Buddy Chat! - dockedChatAssets.swf

The dockedChatAssets.swf file we found seem to have no real changes, however riot has posted a little bit more info on the buddy chat changes this patch

    Ok that Orb is just retarded.  under 2100g gets you 1400g worth of MR, 600g of HP5 making the passive effect basically free.

    The passive gives you 90 to 390 "free" health and free insta-regen EVERY 9 SECONDS!    That CD needs to be boosted significantly.

    Compare to Malphite whose shield ranges from about 70 to 320 throughout the game.   Its like EVERYONE has a malph shield now.

    This doesnt just soft-counter poke, it destroys it utterly.  ARAM will be a snoozefest while tanky champs pile these up and wait for endgame and overrun the poke team.

    So.... in a meta dominated by AD casters which are sick overpowered, riot wants to have more MR? Not to mention there's more armor shred in the game than MR shred and you can boost MR of a whole team with aegis far more than the armor.

    Teams with tanks win longer ARAM games already.

    They say poke is a problem in aram, so what do they plan to do about jayce, caitlyn and "derp I don't even need to aim" Ashe volleys?

    In the end this will massively nerf anyone who has magic damage but isn't a dedicated mage (doesn't buy pen) -> rammus, sejuani, zac, amumu, jax ulti etc...

    Hmm The new item will become a must buy for ARAM..

    Sad to be disappointed from the new Riven art, ok she could use a new splash compared to current, but...:

    • Axe style of her sword..but ok 
    • Wired nose..
    • not overdoing the eyeliner, are we now?
    • ..the pose... 

    But what bugs me most, is how she kinda changes from the betrayed loner wolf style she had going, to an angry brawler sirene thing now.

    Meh, not really. She looks confident and strong in the current splash, kinda like her lore makes her to be, while the new one..well, it says nothing except that she has a huge sword.

    I'd rather have them recreate her splash with the updated art style instead of completely changing everything to a generic pose like that one. :/

    She is coming at you with a sword bigger than her in this new splash. Literally jumping head on. How is that not looking confident?

    Also, why is new splash art always an issue? Everyone always fires up whenever a older champion gets a new splash for its classic skin. The game just needs to evolve a bit to avoid becoming stale.

    I might play ARAM now with that new item floating around. Poke is so out of control on that map that it just isn't fun most of the time. Innate sustain is still too good though.
