PBE Patch 3.11 Patch 1

Doing some last min touches, and doing some last min checking for anything we could have missed

All times EST

  • [Random times before I started log] Added Replay UI, Lucian Bot strings, Skin Strings
  • [7:59 PM] Added Champion and item changes at the bottom
  • [8:02 PM] PBE is downloading, should have model pics up soon-ish
  • [8:08 PM] I lied, it is only letting you download the air client at this time, Still must wait on model picture. Still going through the files I can. It looks like every inibin file was reuploaded x.x
  • [8:21 pm] Game Client is updating (For realz) Models and sounds ASAP
  • [8:27 PM} -26:37 left on patch download (DOWNLOADER PLS) working on new air client files while I wait, might have something good in there (Download at 5 KBps all of a sudden... 22 MB left >.<)
  • [8:59 PM] Patch finally downloaded - Launcher is creating the RAF file, and will now be able to get model pics [Model Viewer hates me, not working, ill keep trying]

  • [10:31] Finished blitz video, uploading to YT and doing others - also added red posts
  • [10:58 PM] Big thanks to overneathe for the champion and item formatting help! also uploading last of the videos! Hecarim vid in 2 mins, 
  • [11:15 PM] Looking like its about time to finish up, clearing formatting. The Minion models have no noticeable changes (sad face) so will remove that section

Dominion/TT Changes

These are still up for change and more may be added, but here's what's going onto PBE for now.

Sanguine Blade
Recipe Changed: Pickaxe + Vampiric Scepter + 500 gold = 2175 Total Gold

Yorick
Omen of Famine cast range changed to 500 from 550
Omen of Famine cooldown changed to 8 flat from 10/9/8/7/6 scaling

Lulu
Wild Growth cooldown changed to 120/110/100 from 110/95/80

Wukong
Stone Skin changed to 2/4/6 Armor and Magic Resistance per rank from 4/6/8
Cyclone cooldown changed to 120/110/100 from 120/105/90
Are these changes also for TT?
So far just the SB change is on TT. Considering the Yorick and Wukong changes being added to TT as well though.
Hookay, now can we has non-****ty mage CDR itemization please?

And speaking of which, one of the things I've been considering doing with sweeper is making it build from Kindelgem + Fiendish Codex > 20% CDR and remove the MS.

NOTE: CONSIDERING
I really hope you keep the MS for sweeper, maybe just nerf it a bit. Otherwise mages will run like slugs.
MS would likely be moved to another item. Would like to split up the active and MS, as having them both in one item is Mike Tyson strong. The item was originally overloaded to get people to buy it. Now that they do we need to tone it down a bit.


Air Client Changes

IMPORTANT PLEASE READ THIS -PLEASE-

This is from the air client - the fontconfig has a few changes not included in the air client, Their may be more changes


Champion Changes

LeBlanc

  • Base Damage is now increased by 3.5 per level (up from 3.1)
  • Health Per 5 Sec  is now 6.5 (up from 4.5)

Master Yi

  • Meditate [ W ] - Damage Reduction is now 45/50/55/60/65% (up from 40/45/50/55/60%)
  • Wuju Style [ E ] - Now grants 10/10/10/10/10% ()Attack Damage (changed from 7/9/11/13/15%)
  • Highlander [ R ] - Kills and Assists now reduce all remaining cooldowns by 70% (Changed from 18 seconds, half on assist)

Item Changes

Blade of the Ruined King

  • Cooldown of Movement Speed Steal - Now 90 seconds (up from 60)

Entropy (DM, ARAM)

  • No longer gives 275 Health
  • Now gives 30 Armor
  • Old passive "Icy" has been removed
  • New Passive - Rage: Basic attacks grant 20 Movement Speed for 1.5 seconds on hit.Kills grant 60 Movement Speed for 1.5 seconds.

Frozen Mallet

  • Item Cost - Now 655 (down from 835)
  • Now builds from Ruby Crystal, Giants Belt and PickAxe

Phage

  • Item Cost - Now 500 (down from 590)
  • No longer gives 200 Health
  • Now builds from Cloth Armor and a Longsword
  • Now gives 20 Armor
  • Old passive "Icy" has been removed
  • New Passive - Rage: Basic attacks grant 20 Movement Speed for 1.5 seconds on hit.Kills grant 60 Movement Speed for 1.5 seconds.

Sanguine Blade (Everything but SR)

  • Now grants 50 Attack Damage (down from 65)

Trinity Force

  • No longer gives 250 Health
  • Now gives 30 Armor
  • Old passive "Icy" has been removed
  • New Passive - Rage: Basic attacks grant 20 Movement Speed for 1.5 seconds on hit.Kills grant 60 Movement Speed for 1.5 seconds.

[3.11] Friends List bugfixes now live on PBE!

This doesn’t include the recently played, ignore list or chat rooms list and there shouldn't be many big changes, but we want to make sure that the small improvements made do not affect any friend list management. With today’s deploy of 3.11 to the PBE, we’ve given the Champions tab in the Summoner Profile an update. The release of 3.10 brought with it some improvements to the champion tagging system, removing the old multi-filter process and giving each champion a primary role. The new and improved Champion Inventory includes a broader grid, a role-selection dropdown, and a significant performance boost when navigating between profile tabs.

    Is everyone ignoring the fact that this is a huge buff to Phage, once they revert the armour back to health (which they have said is the current plan for it)? Everyone's complaining that it's a nerf, but it just isn't. Instead of an unreliable slow, you get a reliable speed boost. It removes the abuse cases where a lucky proc would allow for an early kill that the other player would otherwise escape from. But then it adds reliable power. Phage was a good item to have if you got a proc. It was an awful item to have if you traded and didn't get a proc. Now it gets movement speed reliably on-hit. 20 movespeed is almost boots, good for kiting or engaging and gapclosing. 60 movespeed on kill could be enough to escape a towerdive if you kill them, or engage on a second target. I'd rather take a reliable speed boost than an unreliable slow any day. There's a reason every champion picks up boots but Phage is much less common.

    Phage is a bit of a 'broken' item, and has been for a long time (broken not op, shoutouts to Stonewall).

    TBH I am wondering if and why not a slow scaling on champ level would be a good idea - just like red buff.

    This would create less issues with Phage during the laning phase.

    It's true that blitz and Hecarim didnt have skin recently and need more. Iblitz & Halloween were so long ago. Meanwhile Diana and Zyra are crying.

    Really, Riot? Yi's most entertaining feature was Q resetting on kills and now you remove that? Why? Do you think that providing the same reward for assisting will somehow "force" Yi players to not take all the kills and leave some for their teammates or something? Yi is a Q + basics bot in teamfights and now you remove both of these by removing Q spam and nerfing Wuju late-game.

    I don't really care about the Meditate and Wuju Style buffs, coming out from this Highlander change, not being able to Q after a kill just completely changes everything about Yi.

    Oh well, hello again, Irelia & Fiora.

    Edit: 18*.3=5.4, so it will take Yi ~3 basic attacks (considering ulti is up & one attack each second), to get Q back up from full CD.

    Q reset is the thing that makes Yi basically untargetable in teamfights. It had to be nerfed.

    Riot doesn't want you to spam Q and avoid everything.
    14 sec CD when Q is maxed (4.2 sec after a kill/assist).
    How often did Yi not get the kill but only the Assist? At least 50%

    Riot wants Yi to have a strong kit, but one where you need to make desicions. Passive resets  are no desicion but free strength you get.
    When to use Q and W is an important desicion.

    You can get 21.5% cdr from runes+masteries+brutalizer, so Q+1AA will give you reset.

    Yes, but you can't  spam Q like you did back with the AP build. Q is merely a gap-closer and a farming tool, even after reworking it to scale with AD, deal physical damage and be able to crit and even when maxed, not a means to kill someone, like it was with the AP build. The majority of Yi's damage still comes from basic attacks. Yi's main problem is getting CCed and quickly shut down and there is just so little you can do about it.

    My opinion is that his snare immunity during Highlander is too much. If they were to remove the snare immunity from that and add CC immunity to Meditate, this would relieve a lot of pressure from Yi during teamfights. Maybe I'm asking too much, but really the only thing Yi needs is one tiny stun in teamfights and he's dead or useless, doesn't matter if he has Q, W or whatever. I don't see how this is a decision you make, maybe it is with using Q to avoid stuff, but yeah... nerf.

    New Phage will be meh... It is not even boots worth of speed. Well for sure it won't make life of melee champion that fell behind miserable. It is interesting item for tower dives thou (60 speed makes a diffrence).

    With that changes it will mean that Frozen Mallet gona be Health+Armor+Offence -> will be filling this same niche as Sunfire Cape and Randuins (it gona be something between Sunfire cape and Randuins).

    I like the idea, but they could use a new item instead.

    Phage with an 8% slow (5% for ranged) and a 1.5 sec duration (100% proc chance) would actually solve most of the problems they had with it. You can escape, the slow is not awesome strong. Most of the focus will be on the HP and AD on the item.
    And you still get a decent item build for Frozen Mallet.
    With 380 MS it will be 30 less MS. So you remove a bit more than T1 boots.
