Update (2:40 P.M. PST) - A patch just hit the live servers: most notable change is the removal of the Harrowing login screen and its replacement with the old Jinx Login Screen.

Corki

  • Gatling Gun [ E ] - Now costs 50 Mana (Down from 60/65/70/75/80 compared to last PBE patch) ( Down from 60 / 65 / 70 / 75 / 80 compared to Live)

Janna

  • Tailwind [ Passive ] - Now increases the Movement Speed of all allied champions by 5% (up from 3% compared to last PBE patch) (up from 3% compared to Live)
  • Howling Gale [ Q ] - The whirlwind's bonus damage now scales with 0.1*AP (down from 0.35*AP compared to last PBE patch)
  • Eye Of The Storm [ E ] - Now grants 14/23/32/41/50 AD (up from 14/22/30/38/46 compared to last PBE patch) (Back to Live Values)
  • Eye Of The Storm [ E ] - AD granted now scales with 0.1*AP (down from 0.7*AP compared to last PBE patch)

Sivir

  • Boomerang Blade [ Q ] - Now deals 25/45/65/85/105  damage to the first target (up from 15/40/65/90/115 compared to last PBE patch) (down from 60 / 105 / 150 / 195 / 240 compared to Live)

Lulu

  • Glitterlance [ Q ] - Decay minimum now scales with 0.15*AP%
  • Help, Pix! [ E ] - Shield AP ratio is now 0.6 (down from 0.8 compared to last PBE patch) (Back to Live Values)

Nami

  • Tidecaller's Blessing [ E ] - Slow AP ratio is now 0.05% (down from 0.2% compared to last PBE patch)

Sona

  • Song of Celerity [ E ] - Activation: MS AP ratio is now 0.04%  (up from 0.02% compared to last PBE patch)
  • Song of Celerity [ E ] - Power Chord - Tempo: Slow AP ratio is now 0.04%  (up from 0.02% compared to last PBE patch)

Item Changes

Ancient Coin

  • Passive renamed to Favor (from Scavenger)
  • Passive's tooltip now says: 'Being near a minion death without dealing the killing blow grants 2 Gold.'
  • Added to the tooltip: ' ''Gold dust rises from the desert and clings to the coin.'' - Historian Shurelya,11 November,23 CLE'

Entropy

  • Added to Passive's tooltip: 'This Movement Speed bonus is halved for ranged champions.'

Face of the Mountain

  • Part of the tooltip changed to 'These effects require a nearby allied champion.Recharges every 30 seconds. Max 4 charges.' (from 'These effects require a nearby allied champion and can occur up to four times in two minutes.')

Nomad's Medallion

  • Passive renamed to Favor (from Scavenger)
  • Passive's tooltip now says: 'Being near a minion death without dealing the killing blow grants 2 Gold.'

Relic Shield

Targon's Brace

Icon of the Sun Disk

  • Renamed to 'Talisman of Ascension'
  • Passive renamed to Favor (from Scavenger)

Kage's Pick

Ahri R - Texture Added on the Ground

Ahri has a new texture that displays on the ground beneath her upon casting her ult. Here is an ingame screenshot:

    Yeah, I really hope they can find a balance.
    I was excited with the CC/Utility scaling they introduced. I just think they need to tweak the numbers a bit more otherwise there are plenty of AP casters who can use the increased gold gain and still have good utility + damage.

    That's exactly the problem: they either ramp up the abilities utility scalling (i mean 0.1 AP for Janna's shield AD buff? Nami's slow scalling 0.05AP?) or they wont be compelling enough to take.

    Imagine a full build fiddlesticks with his 3 seconds fear and face-melting ultimate or a full utility AP Karma VS classic supports that got their damage scaling nerfed to hell and got puny utility scalings

    Yeah the numbers are weak. One of the things I first noticed was Soraka's MR reduction ratio. Due to the base decrease it required like 600 AP to reach the equivalent MR reduction she previously had.

    It might be me, but I never thought the MR reduction was that strong on soraka

    It's all part of the hidden plot to make MR stronger: first they removed Bulwark, then they removed the MR shred on Morg's W in exchange for abit more selfish damage; around the same time they removed Donger's Q turret MR shred for a shiny lazor; and now Raka's MR shred is gutted unless she builds so much ap that any other AP carry can blow her up by looking at her (actually ADs too can, when her W shield is down).

    As to why they are going in that direction, i have no idea, but it's very consistent. And sucks. I don't get why i shouldn't be allowed to help my teammates deal more magical damage.

    Let's wait and see how it will pan out. Tho what Dj0z predicts is hardly shocking news, seeing how Annie, Fiddlesticks and Zyra are already accepted as viable picks in the support role.

    So who are the other candidates for AP burst supports?

    Karma. Hehe. Well she is a support just a very unpopular one. She has strong early burst and she has utility. With a higher budget she might see a rise in popularity...

    Orianna. Burst? Check. Utility? Check. Shield? Check. AoE CC? Check. Zoning tools? Check. LoS? Check. She could start to see more play. I actually bought her ages ago so I could try her as support...

    Lissandra. She brings burst and CC.

    Nidalee. Traps, heals and spears. Differently from S3 she now gets more gold to spend on AP.

    Veigar. Circle of Doom! Interestingly he will power up on the opposing supports AP.

    Zilean. Same as S3, but with bigger bombs.

    Lux. Lots of burst and some support elements with root and a different shield. She also brings some LoS effects.

    Kayle. Best peel ult ever. I've enjoyed her to some extent in S3. My theorizing included items to shred armour, now it might even be viable.

    Galio. More of a curiosity than a serious consideration. He has a strong CC ult and will grant team Mspd in a pursuit. Will he be tanky enough? Will his passive be worth anything?

    We all know and love him: Teemo. I don't think he can work. Never did much good as support in S3 as his tools did too little.

    New Tanky Supports

    Shen. He is working. Early health stacking and building up his shield makes him very hard to force out of lane, while he slowly whittles down the opposing ADC.

    Nautilus. With more gold available this crazy CC package just might work.

    Karma should be an amazing partner for Sivir, a duo that should be loved by any jungler.

    Veigar: still better to use that ult on the enemy AP but yeah if theres ever a reason to ult the supp, it will hurt harder indeed.

    I actually already played a teemo supp by accident, against a Thresh. Turns out i could bait and dodge his Q like never before (%MS mastery and teeto W), while harassing him with autos to abuse his lack of healing spell. I also had free wards and movespeed to clear his wards. I ended up 1-0-9 and we won...

    Galio: why not. He can bulwark allies and heal himself in the process.

    hes talking about next season, he hopeing the extra support gold among the many other changes will shift things enouph that she becomes good. with how they are changeing support scaling and gold income it would be reasonable to expect any "utility mage" to do a good job as support, now karma is low on the list of good "utility mages" to begin with but who knows what might happen.

    i wish they would buff olaf axes late game scaling :( i miss my 325 damage axes 250 is baby town.

    Surrender at 20 reports that Nasus' passive got nerfed, even in a previous patch, but I couldn't find anything in the RoG patch Notes so far. I don't have a PBE access, so can anyone check that?

    Just tried her on PBE... fully charged 250 AP janna rank 5 Q doesn't even clear caster minions... and the bonus AD is indeed 0.1 of AP now, making E slightly stronger (nothing noticeable) if you sacrifice everything for stacking AP.

    So yeah, forget the rise of the supports, S4 will just be the season of ADC+Burst Mage bot lanes.

    she dominated as an AP mid in about 1-2 tournaments PER SEASON they have nerfed her AP ratios numerous times, as she was overwhelming in fast objective play from obscene push and map mobility, and for protect the X comps with her ult and shield.

    i just tried that in game and i don't remember exactly where every mastery was... but those changes will be minor, nothing to care about too much
