Unofficial PBE Patch Notes for 12/4/2013

Update: Servers are up, the changes seem to be correct - Soraka's armor numbers that you see below are at level 1. "First Blood" map doesn't seem to be activated, same goes for Candy Ward.

More specifically, here are the other patch notes, from earlier today/yesterday.


Champion Changes

Soraka

  • Armor (at level 1) is now 16.8 (down from 17 compared to an in-between PBE patch)
  • Armor per Level is now 3.8 (up from 3.6 compared to an in-between PBE patch)

Fiddlesticks

  • Terrify [ Q ] - Now fears the target for 1.3/1.5/1.8/2/2.3 seconds (changed from 1/1.5/2/2.5/3 seconds compared to last PBE Patch)
  • Terrify [ Q ] - Now costs 65 mana
  • Crowstorm [ R ] - Now costs 100 mana (down from 150/200/250 compared to last PBE Patch)

Garen

  • Judgement [ E ] - Tooltip no longer says it deals 25% less damage monsters - now it only says it deals 25% less damage to minions

Rammus

  • Puncturing Taunt [ E ] - Now forces enemies to attack Rammus for 1.3/1.5/1.8/2/2.3 seconds (changed from 1/1.5/2/2.5/3 seconds compared to last PBE Patch)
  • Puncturing Taunt [ E ] - Now costs 50 mana (changed from 50/60/70/80/90 compared to last PBE Patch)
  • Tremors [ R ] - Now costs 100 mana (down from 120 compared to last PBE Patch)

Item Changes

Doran's Blade (Showdown) has been added:

  • Item Cost: 440
  • +80 Health
  • +8 Attack Damage
  • Passive: Basic attacks restore Health on hit. (3 Health for ranged champions and 5 Health for melee champions.)
  • Limited to 2 Doran's items on Showdown

Doran's Ring (Showdown) has been added:

  • Item Cost: 400
  • +60 Health
  • +15 Ability Power
  • +3 Mana Regen per 5 seconds
  • Passive: Restores 4 Mana upon killing a unit.
  • Limited to 2 Doran's items on Showdown 

Doran's Shield (Showdown) has been added:

  • Item Cost: 440
  • +100 Health
  • +10 Health Regen per 5 seconds
  • UNIQUE Passive: Blocks 8 damage from champion basic attacks.
  • Limited to 2 Doran's items on Showdown

Limited Edition Skin Load Screens

The load screens of (mostly) old Winter Skins have the LE border added. Here is how they look now:

    whoever did the artwork on slaybell Kat did a fantastic job all the way until he got to her face?  WTF you couldn't have taken an extra 15 minutes from time you spent on her ass and tits to make sure her face doesn't look fish.  her face is completely out of proportion to her body and looks nothing like Kat

    You would appear to be correct, but either way the same comment would hold true.  Doesn't really resemble MF either

    u obviously didnt see the horrifically deformed wilhelm(the human riding nunu) but these splashes are really old compared to the new splash arts i mean the new nasus and morgana arts for example are a huge leap from their original splashes...( although i liked morgana's previous splash update more then the newest one, even though its more detailed and polished)

    Terrify is getting nerfed thanks to support Fiddle. I'm sure people are glad to see Terrify nerfed, but do you even know how much of an impact this is on jungle Fiddle? Terrify is losing 25% of its duration which basically means his damage on Drain vs champions (not even going to mention Crowstorm) is getting gutted by 25% as well and I'm not seeing any compensation on that part. I'm just extremely saddened by the fact that you made a champion that is outclassed in its intended role and so easy to counter even worse.

    "So easy to counter"? I'm not doubting you, I've just very rarely played against Fiddlesticks support so I don't have much experience dealing with it.

    As a Fiddle player I can see these nerfs impacting mostly his botlane play, which is good. Fiddlesticks should have never even reached a viable support status. From a jungle perspective this is a buff to early and mid game, while a nerf to his lategame. Assuming you level Drain first, your fears will last longer until lvl8 and be the same for levels 8 and 9. Those manacost reductions from Q and Ulti are actually very nice. Helps his ganking by lowering the mana threshold you must keep for a full spell rotation.

    I am a diamond player and fiddle jungle is one of my main champions. I doubt you play fiddle as main. You mentioned that at lv8, the fear would last longer but this patch says that lv2 fear is the same (1.5 sec). The most popular skill tree (like 99% of fiddle junglers in diamond elo) is learning lv2 q, lv2 w, lv1 e, and lv1 r at level 6. So basically, starting from lv6, it won't help anything for fiddle and it is definitely a huge nerf. What most fiddle junglers consider as golden time is when fiddle hits lv6. If fiddle can't get successive ganks at that time, fiddle just becomes like a support which is only useful as a fear machine. Since this patch makes fiddle be nerfed after lv6(the golden time), It's really crucial.

    Also, the reason why mana patch is not that helpful is because the new patch on spirit wraith already gives enough mana for fiddle jungler. Before the pre-season, mana was an issue and I had to carry 5 mana pots everytime. But with the spirit wraith, you really don't need that much of mana supports.

    This is really not understandable nerf on fiddle. If riot still needs to nerf, I would say 2.5sec max will be a bit understandable.Such change like 'w' not being canceled due to c.c will also help overcome this nerf. (this is not op since anyone can escape from 'w' if out of range)

    I'd rather see the counterplay of making the fid work to get that fear off - all they need to do is turn it into a skillshot (maybe a little extra range on what it has now too) and possibly buff his kit elsewhere if he's deemed too weak. Ta da! Counterplay that feels good without weakening his CC :P

    Heh I could see fiddle with a line fear. anyone in his gaze gets infected with terrifing visions. but of course that would probly make him even more terrifing

    I dunno, I could see it if it had a short cast time (think a little bit longer than jinx's w?) before shooting through. And/or the people hit would be affected by terror instead of fear, so they'd run away from him instead of moving around randomly.

    That's actually a pretty interesting idea, and at the very least I'd say it would be easier to balance than the binary point and click he has right now, which is either gonna be really OP or kinda useless

    As would I. It's got 575 range and is targeted. If you're that close to him (Which, as an ADC, if you're not Ashe, Varus, Caitlyn, Twitch (w/ Spray and Pray active), or Jinx (w/ Fishbones active), you'll be that close to if you can attack him. That being said, since Rammus taunt is more difficult to get off (A single cleaver from Dr Mundo ruins his day), I don't completely agree with that duration getting nerfed. Rammus has a hard enough time initiating as it is, so if you can manage to get to the ADC and get the taunt off without being peeled, then I believe you should damn well be rewarded with that 3 second CC.

    exactly my thoughts, actually :D Rammus' taunt being 3 seconds is fine, since it's so short range. I do have to wonder if Riot has been testing some of this stuff out of the public eye - there's no way that they haven't considered doing SOMETHING about it :P
