Summoner Spell Changes

Exhaust

  • Now reduces Movement speed by 30% (up from 25%)
  • Now reduces Attack speed by 30% (down from 50%)

Champion Changes

Ziggs

  • Base Health is now 470 (up from 430)
  • Base attack range is now 550 (down from 575)

Heimerdinger

  • H-28G Evolution Turret [ Q ] - Health is now 0.55*AP (up from 0.5*AP)
  • H-28G Evolution Turret [ Q ] - Attack - Cannon: Now deals 12/18/23/29/34 damage (down from 15/22/29/36/42)
  • H-28G Evolution Turret [ Q ] - Attack - Cannon: Damage now scales with 0.15*AP (up from 0.125*AP)
  • H-28G Evolution Turret [ Q ] - Attack - Beam: Now deals 40/60/80/105/130 damage (down from 50/75/100/125/150)
  • H-28G Evolution Turret [ Q ] - Attack - Beam: Damage now scales with 0.55*AP (up from 0.5*AP)

Lee Sin

  • Safeguard / Iron Will [ W ] - Safeguard: Shield's duration is now 4 seconds (down from 5)
  • Safeguard / Iron Will [ W ] - Safeguard: The cooldown is reduced by 50% if an allied champion is also shielded
  • Safeguard / Iron Will [ W ] - Iron Will: Duration is now 4 seconds (down from 5)
  • Safeguard / Iron Will [ W ] - Cooldown is now 14 seconds at all ranks (up from 9 seconds)

Lulu

  • Whimsy [ W ] - On Ally Cast: Movement speed granted now scales with 0.1*AP (up from 0.07*AP)
  • Help, Pix! [ E ] - On Ally Cast: Pix aids the ally for 6 seconds now (up from 5 seconds)
  • Help, Pix! [ E ] - On Ally Cast: The ally now has to be a champion in order to be shielded
  • Help, Pix! [ E ] - On Ally Cast: Shield's duration is now 6 seconds (up from 5 seconds)
  • Help, Pix! [ E ] - On enemy cast: Now deals 80/110/140/170/200 damage (down from 80/130/180/230/280)
  • Help, Pix! [ E ] - On enemy cast: Now grants vision for 4 seconds (down from 5 seconds)

Rengar

  • Bola Strike [ E ] - Range is now 1000 (down from 1100)
  • Thrill of the Hunt [ R ] - Movement speed while in stealth is now 15% (down from 20%)
  • Thrill of the Hunt [ R ] - While in stealth, the next attack now causes Rengar to leap 
  • Thrill of the Hunt [ R ] - Movement speed after breaking stealth is now 25/35/45% (down from 30/40/50%)

Wukong

  • Crushing Blow [ Q ] - Now reduces the enemy's armor by 10/15/20/25/30 % (down from 30% at all ranks)
  • Cyclone [ R ] - Damage now scales with 1.1*Total AD (down from 1.2*Total AD)

Item Changes

Each Bonetooth Necklace color has 5 variations - from only 1 tooth to 5 teeth. I'm including the first and last ones only, in order to not cluster the article.

   

   

Bonetooth Necklace

  • UNIQUE Passive - Mementos of the Hunt: Kills now grant 1 trophy again (down from 2 trophies)
  • 20 Trophies: Tooltip now says: "Thrill of the Hunt's Movement Speed while stealthed is doubled." (changed from "Rengar gains the movement speed bonus of Thrill of the Hunt while he is stealthed.")

Spirit of The Elder Lizard

  • UNIQUE Passive - Butcher: Bonus damage against monsters is now 20% (down from 30%)

    Wukong's nerfed in PBE?  Why?  He isn't a super great pick for top and his jungle, while used in LCS, is not that good for clear time and his ganks cost too much resources to imply a good gank aka kill/assist.

    Glad to see those Lulu changes reverted.  Lulu mid is fun and is a good hard counter to assassin champions that go AD.

    Wukong has a very high win rate. I doubt Riot would nerf him if their data said otherwise.

    Lulu mid is problematic as soon as she is ahead she is untouchable and can completely deny the enemy. Also, I think mid Lulu devalues support Lulu.

    Yeah, it is a fact. He have a good late game. But only if he keeps even or win his lane. With the changes we see here his lane fase, which is already terrible, is going to be completely destroyed. If he is to be nerfed it should be in late game.

    And what is win rate? You get a underplayed champion like Wukong and compare with super popular champions. What is the logic on comparing win rates of few good Wukong players who learned to survive lane fase against literally million of Renektons from all range of skill out there?Riot should look at the list of most popular, THEN look at the best win rates list and realize that the ones to be nerfed are but the ones present on both of this lists together!

    1. Wukong is not underplayed. According to lolking.net he is position 8 of the most played champions.

    2. Also, why would the the distribution of skill level per champion vary depending on the popularity the champion?

    3. Trust Riot, they have far better data and better ways to analyze it, than we have.

    1. I was looking at the wrong numbers. Yes if you look at ranked games he really got on 8th, you are right.

    2. What I'm saying is that the nerf on Q will render him unplayable. If he is 8th in popularity go ahead and nerf him, but don't kill his ealry game, aim at post-lane fase so we can play the champion still. See I agree with you, the problems is what the Q nerf is going to do to him.

    3. Again, this Q nerf will wipe any chances he had on top lane. Riot is made of people just like you and me. Despite the data they might have it is obvious for any Wukong player that after this nerf his early game is gone. And he will die.

    I agree with you Proxyminers, but I must go further.

    Why in the world are they nerfing Wukong's early game? Wukong have a terrible early game already. He is in clear disadvantage against most of the popular top lane picks:

    • He is barely viable against  tanky AoE Bruizers, and that is the meta for God's sake! Look at Renekton, Shyvana, Darius, Lee Sin and etc.
    • All top laners have much better sustain, the only sustain Wukong have is countered by them with AoE (aka f**k you clone all day!)!
    • When not countered by vision (Lee Sin) and auto attack block on his Q (Pantheon)
    • They don't even use mana anymore! Any popular pick feels like a counter pick!

    I can understand the nerf on Cyclone [ R ] now that Wukong is being discovered by the mainstream and because Riot. But Crushing Blow [ Q ] is his only hope against the majority of top laners right now. If he can barely keep up against Renekton, Garen, Riven, Shyvana and etc, it is because of Crushing Blow [ Q ]. You go on with this nerf and Wukong is dead.

    Wukong was discovered by the mainstream a while ago - when he was picked in midlane during preS3 LCS games (League of Black Cleaver) - it was possible to wreck everyone with him and this pre-nerfed item. But after that nobody was playing him. For me he is still funny (2xBT, LW, BC, Boots and another BT/GA <- whole build for lulz)

    Wukong has a massive game-changing ult to step up teamfights combined with Stealth (toxic ability number one) + Flash to close a huge gap, appearing from nowhere and then using his game-breaking ult.

    Wukong has quite the strong burst in lane at first which is only gated by his mana (Nimbus -> Q -> Decoy), so if you manage to tank his mana pool and survive to buy armor... BUT his Q reduces the armor by 30% straight. Especially with the added range on Q which follows into nimbus and hammering away or straight ult. He is way better than you make him and I agree on these nerfs.

    You can buy health against Q.

    He is much weaker in lane compared to Renekton, Shyvana, Darius, Pantheon, Garen, Riven, Lee Sin and etc... Also it is really hard to even get a kill on a Nasus, Mundo, Malphite, etc. Unless you are trying to lane a Twisted Fate against him what you just said make no sense to the actual lane fase he have on top. He straight up loses or just survive as a herbivore against the popular match-ups.

    They're not nerfing him because his top lane is strong, frankly his top lane is terrible right now. They're nerfing him because of how strong of a jungler he is. It doesn't matter that his Q was the only thing that made him even partially viable in the top lane, his current numbers make him too strong of a jungler. In my opinion, top lane Wukong has been dead for a while. Plus, saying that you shouldn't nerf a champion because then he will never be played again is a dumb argument. He's obviously too strong, and in his current state needs to be nerfed in order to balance the game. Having him never be played again is better than having an obviously overpowered monkey running around in the jungle in every game being played.

    His top lane is in fact better then most people think it is. But it's only because of his Q > E combo to deal with bruisers. Nerfing it with ZERO compensation will force him into the jungle. I'd personally rather them just nerf Lizard Elder, I don't think too many champions are that reliant on it. 

    I'd honestly rather his broken ultimate take an even harder hit. It's base damage at level 2 is insane and it's CD is very short for an AoE CC ult.
