Not biased in any way. I extracted the models directly from the game files and imported them AS IS.

We have an attribute that scale characters up or down in game in case of feedback/ other changes, so the raw model files aren't 100% to scale. Older models (like original Soraka) are especially likely to have been modeled at the incorrect scale and then adjusted, as we were still defining our art standards and workflow back then.
So, I don't think the difference is as extreme as this image indicates. That said, you're correct that some of the character sizes are in flux as we do re-dos and generally try to improve the consistency between champions. Sometimes we'll move a character too big or too small, but rest assured it will be addressed. Consistency is our goal.
