I was just testing the reduction effect on w from hittting targets with w and it seemed to be capped at 2 seconds per e? Is this a recent change? I don't remember this being the way it was. I had 40% cdr and was trying to instantly refresh w, but I was only able to reduce 2 seconds at most.
