How about a champion that starts off wearing a straight jacket? All of his auto-attacks will be mere kicks. But once he/she reaches level 6, the champion learns his R and the summoner gains "permission" to release the straight jacket temporarily to access the champion's full potential. All of the abilities the champions will be using before with just his legs will now be done, but now with his arms free in mind.
Sort of like Zetsuei. Spends most of his time completely bound in a straight jacket, yet completely capable of fighting.

Where I think these 2 might fall short on 1 version of this fantasy is that it doesn't feel like they're enhancing their other abilities. There are plenty of champions that get stronger with their ult for a buff time (Master Yi, Alistar, Olaf, etc) but they either lack the transforming aspect, or the aren't making all their other powers stronger. Riven and Shyvanna seem to fulfill this part. Shyvanna is already filling another fantasy of being a dragon (half dragon, I know... I want arms AND wings as much as the next dragon lover), but there are other versions of this fantasy that are still out there.
I prefer burst ultimate form over sustained ultimate form. Rather than Lee's gates making him do crazy stuff for a few minutes, I'd like to see an ult where someone depletes ALL of their resources and releases one gigantic, singular, nuclear-level spell. Actually, that's perfect for an ult I had in mind.
Soo... all mana, has a minimum requirement, and all other ability cooldowns must be up, and it also uses them all? This sounds interesting to me (not a designer) but I have no idea of where to begin to balance it. Maybe it could do the affect of all your other abilities at once + something special since it's also on ult CD. after that... yo'ure auto attacking for a bit, so I hope you're a bruiser!
I just want a champion who basically holds back all his power and when he does release it for his ult, he goes full op mode.

Can you elaborate a little more on what you mean by QWE be steroids? Also, it's nice to know the particular flavor you have in mind for this fantasy. Nice to know you don't mean Riven or Shyvanna. Any more details would be cool for people to hear

I've always thought this would be perfect for a remade Kayle. She uses her ult and her form just shatters, she transforms into a awe-insiring, horrifying, six-winged old-testament style angel of fire and light, unstoppable, with the full fury of the heavens behind her. It'd be perfect.
Just a thought.
If that were the case, I would want her sister to have a twisted mirror of it. Her wings turn upside down and bat like, she grows horns and a tail, etc. I know we're talking about flavor here, but flavor makes things taste good
The problem about someone who goes from underpowered to overpowered when they use their ultimate is multi-fold.
Before the Champion gets their ultimate they are subpar and will most likely lose their lane. Sure, just play defensive and bunker down until you get it -- that's fine.
I think Shyvanna balances this well because as her abilities get stronger, they mostly get stronger because they become multi target (W leaving fire being the exception). Yes, there are stat boosts, but this type of enhancement isn't game breaking.
I think one of the challenges is having the FEEL of that unleashing without the UP start and OP ult. We're talking about filling and selling different character fantasies to players.
Why do we not have a champ where they release their full potential on ult
