What I mean is if I have Rylai's and I use an ability on an enemy target, will the empowered burn apply with the first skill used or will i have to slow them first and then use another ability thereafter?
For example, let's say I was playing Xerath or Ahri and I had a Rylai's and a Lament. If I shot my Q as either champion at an enemy target, would the double burn passive apply on the Q or would I have to hit one of my abilities first to slow and then hit another for the double burn passive to proc?
