To clarify, I think burst casters aren't (and have never been) held back by their ability to burst, they fell out of flavor when the jungle changed to something that discourages lane aggression. Season 3 works to address a lot of this, letting burst do what they need in lane.
By discouraging aggression in lane, are you talking about the possibility of level 2 ganks that almost always make you burn flash? Or something else?
The constant jungle threat that makes it so only wave-clear mids are usable. I still think more may need to happen to get more mid types played, but it's a solid beginning.

Sure, if you want to just mash your buttons and kill any guy you want 100-0, you can't do that in every phase of the game - you're right. I think that's good.
