Most one sided match for viktor. She gets close you q and e her and your shield will protect your from most of her damage winning you trades everytime (dont spam e at lower levels drains too much mana). She jumps on top of you? Either stun or ult first and then unleash your full combo and watch her die. As long as you can actually hit your laser your guaranteed to win.
Viktor's one of my favorite mids against Kat and a few other of the usual suspects; he's got a really strong midgame and just pumps out damage when he hits that sweet spot with an augment + mpen boots and some AP.
Obviously he's got some room to develop as a champion (as all those wicked smart Champ Balance people can tell you) but I wish people didn't give him such a hard time. Everything's better with robotics!
He's still partially robotic, so he has a place in my heart (admittedly that place is very far away, out of sight where I don't have to actually *look* at him, but, y'know, it's there!)

hmm in my experience, a good kat is a great example of a 'hard counter' to viktor. i prefer to ban out kat when i'm planning on playing him, especially if i'm the blue team. >_<
after kat's first shopping trip, viktor has a hard time trying to stop her from fast-pushing the lane (which she does for free) so she can go gank side lanes or invade your jungle. this gets worse if her and her jungler deny viktor blue buff around the 7-minute mark.
also, kat should be winning every trade—she can guarantee all three abilities hitting viktor's health bar (instead of his shield) while getting 15% damage reduction on her way back, resulting in a nice trade up for her and a huge mana sink for viktor if he chooses to retaliate with power transfer and death ray.
Rickless, you know if you want to win trades with Kat it's generally better to level Q first rather than E, yeah? In my experience of playing Viktor against Kats I've never had any issues.
^Above me, you can also just rush Augment Death and level E, pokes her well out too due to the dot.
if you max power transfer first, you can't stop her from pushing the creep wave to your tower so she's free to gank/invade.
if you max death ray first, you're still at a disadvantage since viktor requires a lot of mana and kat requires none.
the best option i've seen is to do the latter and have your jungler camp kat super hard early on. it takes a lot of coordination, and good executioni feel you have to outplay the katarina a disproportionate amount to be successful against her. i'd rather just burn the ban and not put my team in that situation. that's all based on my personal experiences of course.
