Hey, on 11/23/12 I bought Cassiopeia with IP. When I started a game she wasnt on my list of champions. I went back and looked and in the purchase history and it says I bought her, but will not allow me to refund her. I went into my Champion's tab on my profile and there again it says shes Locked.
My Summoner name is Twisted Reality on the NA region.

Postal Twinkie, one of our awesome Wrenchmen is absolutely correct that the first step in this situation is to submit us a new Support Ticket! However, after coming accross your thread, I went ahead and performed a quick audit of your account. From this audit, I was able to confirm that Cassiopeia was in-fact purchased on your account, but was not appearing in your inventory. Because of this, I manually re-added this champion onto your account and you should now be able to pick her normally during Champion Selection!
