Whenever you are fighting Darius, he will stack his passive, bleed, on you on basic attacks, and if you are fighting against Darius, and use cleanse, the skill cleanse will not remove the stacks of bleed on you, making this an unfair gameplay
Neither of these effects are removed by Cleanse. Perhaps you are thinking of Quicksilver Sash, which does indeed clear all enemy induced debuffs, including Darius's Hemorrhage.

Why does cleanse remove the damage over time portion of ignite but not the grievous wounds portion?
I have no clue, and no one who was around when that decision was made is here at the moment. I imagine that decision was motivated by a desire to be able to balance high health sustain champions around the guarantee that an enemy team can always reduce their healing by 50% for at least a short duration.
