Kind of like how you can't target creeps with some skills, what about not being able to ignite an already ignited target? Would that be a feasible QOL improvement, or is the possibility of stacking - and therefore wasting - ignites a purposeful risk?

Interesting idea. I tend to think that there are a lot of legitimate situations in which you would ignite an already ignited target (such as, if its later into the ignite and they are running). I'd rather leave that in and allow for that skillful use. Too hard to make the conditions around it logical for an earlier block, so we are keeping it as is.
