It's not a ban, just a duration limit. Friend up the people you want to gift to now and you should be able to gift to them before the end of gifting. If you add someone the day before gifting is over, you won't be able to gift to them.
edit: I may have been wrong about this, and will be looking into it. Until I change this to say otherwise, assume it's people on your friendlist prepatch only, as the original announcement stated.
I added a friend of a friend today, and I wish to gift both of them skins. When I tried to gift my new friend (just added on friend list today), I got the error "You are unable to send this gift for one of the following reasons: You haven't been friends for quite enough time yet"
Do I need to wait it out?
Yep. Anyone that you've added after the patch will make you wait.
Gifting - pre-patch ban
I was just curious if there was any word on if/when the ban on gifting post-patch friends will be lifted.
