I decided I wanted to gift some RP to a friend... so I typed in my messaged, clicked on gift RP, and hooked up my paypal info. Then, I realized I wanted to edit my message, so I backed out and started over. Upon trying to change my message, clicking on the "Gift RP" button wouldn't show me the payment screen! I logged out and logged back in only to have the same problem. I tried 2-3 more times, with no luck. Logged out/ in one more time...still nothing. I believe I tried to click on "Finalize" or something else in the "steps" to see if that did anything-- and only then did it come up and say that this user "had received the amount of RP for the day" or "was not level 10". She is level 30, so that's not it. And if it had been the first, I'm not sure why it didn't show me that the first time when it probably would have worked?? I tried probably 5-6 times to get the button to work, with no luck.
Note also that I checked my "gift RP" center to see if someone I was the one to accidentally gift her the "maximum amount of RP/gifts per day" but nothing shows up. So to my knowledge I have not sent her the RP gift yet.

It's possible that they received the RP but didn't get the celebration. Feel free to shoot me a mail at riotames@riotgames.com. I'm keeping a close eye on gifting - I'll look into this.
